Nuclear material changes its form and properties as it moves through the nuclear fuel cycle, from one facility to another. Each step of the fuel cycle or each use of the material will inevitably leave its mark. The science of determining the history of a sample of nuclear material through the study of these characteristics is known as nuclear forensics. This publication addresses recent developments in neutron generator (NG) technology. It presents information on compact instruments with high neutron yield to be used for neutron activation analysis (NAA) and prompt gamma neutron activation analysis in combination with high count rate spectrometers. Traditional NGs have been shown to be effective for applications including borehole logging, homeland security, nuclear medicine and the on-line analysis of aluminium, coal and cement. Pulsed fast thermal neutron analysis, as well as tagged and timed neutron analysis, are additional techniques which can be applied using NG. Furthermore, NG can effectively be used for elemental analysis and is also effective for analysis of hidden materials by neutron radiography. Useful guidelines for developing NG based research laboratories are also provided in this publication.

The reactors around the world have produced more than 2000 tonnes of plutonium, contained in spent fuel or as separated forms through reprocessing. Disposition of fissile materials has become a primary concern of nuclear non-proliferation efforts worldwide. There is a significant interest in IAEA Member States to develop proliferation resistant nuclear fuel cycles for incineration of plutonium such as inert matrix fuels (IMFs). This publication reviews the status of potential IMF candidates and describes several identified candidate materials for both fast and thermal reactors: MgO, ZrO2, SiC, Zr alloy, SiAl, ZrN; some of these have undergone test irradiations and post irradiation examination. Also discussed are modelling of IMF fuel performance and safety analysis. System studies have identified strategies for both implementation of IMF fuel as homogeneous or heterogeneous phases, as assemblies or core loadings and in existing reactors in the shorter term, as well as in new reactors in the longer term.

The Nuclear Threat Initiative and the Center for Strategic and International Studies joined to launch the New Approaches to the Fuel Cycle project. This project sought to build consensus on common goals, address practical challenges, and engage a spectrum of actors that influence policymaking regarding the nuclear fuel cycle. The project also tackled one of the toughest issues—spent nuclear fuel and high level waste—to see if solutions there might offer incentives to states on the front end of the nuclear fuel cycle and address the inherent inertia and concerns about additional burdens and restrictions that have stalled past efforts to improve the robustness of the nonproliferation regime. This report presents the group’s conclusions that a best-practices approach to the nuclear fuel cycle can achieve these objectives and offer a path to a more secure and sustainable nuclear landscape.
