North/West Passage ITS Integrated Corridor Strategic Plan

The vision of the North/West Passage Corridor is to immediately influence ongoing standards development and utilize effective methods for sharing, coordinating, and integrating traveler information across state borders. While travel information reflects the initial destiny, maintenance and operations and planning and programming are long-term visions. The vision provides a framework to guide the states' future projects in the corridor. Conversely, a set of near-term goals and objectives are also identified in the plan and are based on the issues and needs currently faced in the corridor. Building upon the high-level architecture and assessment, a series of projects were then identified in the strategic plan. Projects were selected based on their ability to achieve the traveler information and maintenance operations goals identified earlier in the strategic plan. The projects are presented in a recommended sequence and contain details on approach, potential benefits, affected stakeholders, and estimated costs. With this strategic plan, the North/West Passage states have developed a set of recommended projects geared toward achieving their near-term goals. These projects may be folded into annual work plans or used to secure future funding for the corridor. The plan also establishes a process for future project development that will enhance deployment efforts in the corridor. Ultimately, this plan will help the North/West Passage achieve their vision to influence ongoing standards development and utilize effective methods for sharing, coordinating, and integrating traveler information across state borders.




Integrating Seaports and Trade Corridors

Seaport gateways and the corridors which connect them to widely dispersed hinterlands are of vital and essential importance to international trade and the world economy. Distributing goods to ultimate land destinations or bringing the goods to seaports from inland origins is organizationally complex involving multiple actors. This book furthers understanding about how this movement is organized, the role of ports acting as gateways and the actions of corridor players. A key question that confronts the shipping and port industries, as well as public authorities, is how to increase the benefits of maritime trade to the companies and institutions directly involved as well as the port city-regions where the transfers take place? This question is being posed in the midst of a global economic recession and trade downturn, and in the context of contemporary policy frameworks whose goals are to generate economic benefits and efficiencies rather than to maximize traffic volumes. This synthesis report will be of interest to department of transportation administrators and transportation planning, right-of-way, economic development, and environmental planning staffs, as well as to the consultants that work with them. It would also appeal to regional and local government officials and staff, as well as to the private sector. It summarizes information about corridor management policies and programs at the federal, state, and local levels. An effort was made to select a diversity of methods and programs for the broadest treatment of the subject. The synthesis focuses more on roadway corridors than on transit or greenway corridors, but much of the information provided is relevant to any corridor management effort. This report examines state policies and programs, techniques applied, and coordination issues. A series of case studies provides more detailed study. This report of the Transportation Research Board documents successful partnerships. It presents examples of transportation agencies working together, proactively, with local governments and other stakeholders to achieve more cost effective and comprehensive solutions to transportation problems.
