Two conferences on Refocusing Transportation Planning for the 21st Century were held in 1999 following passage of the Transportation Equity Act for the 21st Century (TEA-21). The first conference focused on the identification of key trends, issues, and general areas of research. The results of Conference I, which produced stand-alone products, were used as input for Conference II. The second conference had the specific objective of producing research problem statements. Its mission was to review the results of the first conference by developing these statements. Conference II produced a number of detailed research statements that form the basis for the National Agenda for Transportation Planning Research. The proceedings of both conferences are presented in this report.

This report documents the proceedings from the 4th Integrated Transportation Management Systems (ITMS) Conference, ITMS: A Key Strategy to Optimize Surface Transportation System Performance, held in Newark, New Jersey on July 15-18, 2001. The purpose of the conference was to identify potential initiatives and opportunities to help advance the state-of-the-art in planning, designing, deploying, operating, and evaluating ITMS. Vol. 1 summarize the presentations from the general sessions and the breakout sessions. In 2003, Congress directed the Secretary of Transportation to establish the Next Generation Air Transportation System (NGATS) Joint Planning and Development Office (JDPO) to plan the development of an air transportation system capable of meeting potential air traffic demand for 2025. All federal agencies involved in aviation participate in the JDPO providing the opportunity overcome many of the major barriers to developing an effective NGATS. To assist this process, the NRC was asked to examine the first NGATS Integrated Plan prepared by JPDO and submitted to Congress in 2004. This report provides a review of the vision and goals, the operational concepts, and the R&D roadmap developed by the plan; an analysis of the JDPO integrated product teams created to carry out the planning; and an assessment of the implementation process.

This guidebook is designed to be a hands-on, planner-friendly document that answers hard questions about intermodal management system planning in practice. The guidebook is written from the perspective of the Commonwealth of Massachusetts' development of its statewide intermodal management system (IMS) work plan, which includes coordination with all the state's MPOs. The following subjects of interest to IMS planners are discussed in this book: ISTEA in perspective; work plan structure and content; IMS technical team and coordinating committee organization and composition; explanatory materials to provide the IMS technical team and coordinating committee; organization and implementation of a Freight Advisory Council to foster involvement of the private sector companies and organizations; and, emphasis on "issue-based data" to structure IMS data needs and narrow the data search.
