In recent years there has been much discussion, frustration and angst about the lack of cooperation and coordination between and among agencies and departments of the federal government in response to disasters (natural and manmade) and overseas contingencies. The latest frustration occurred as we watched, for over three months, millions of gallons of crude oil gush into the waters of the Gulf of Mexico. Retired Admiral Thad Allen, the President's on-scene commander, coordinated disparate and diverse organizations each with their own leadership, laws, regulations and authorities and, to make it even more difficult, he had to coordinate response activities within various political jurisdictions-- local, state and federal. In 2005 the response to Hurricane Katrina demonstrated the difficulty of fashioning a whole of government approach to disaster response. At that time Lt. Gen. Russel Honoré, Commander of Joint Task Force Katrina with elements of the 82nd Airborne Division and the usual mix of local, state and federal agencies rallied to save lives and restore order. In the aftermath of that disaster Congress studied the problem and separate commissions worked to identify issues. That was five years ago. Are we better off today than we were back then? One would hope. It seems we are quick to study our failing, but slow to develop and codify effective interagency and inter-governmental solutions.

Interagency Coordination During Disaster

This publication deals with the often-lamented coordination deficit among international relief organizations - mainly the United Nations, non-governmental organizations, and the Red Cross/Crescent Movement - in responding to humanitarian crises. The book begins by reviewing the relevant literature and identifying the most important trends and actors in the international humanitarian arena. Next, it discusses the advantages and disadvantages of existing coordination models in practice, including those promoted by the UN. In addition, the book examines the suitability of organization theory - including network theory - for the diagnosis of coordination deficits and the deduction of a recommended course of action. Building upon organization theory, it then proceeds to develop a theoretical framework. Despite the complexity of the context of a humanitarian crisis, this framework allows for a surprisingly straightforward deduction of feasible strategies to improve coordination. Finally, the framework is applied and tested, using several cases of coordination in the ongoing humanitarian crisis of Sudan's Darfur region.

Hurricane Andrew was the worst natural disaster in American history. Its sustained winds in excess of 145 miles per hour razed entire neighborhoods. Debris was scattered dangerously throughout the area, restricting access and hindering assistance efforts. The Federal Emergency Management Agency, the organization tasked with coordinating relief efforts in the wake of such disasters, tried for the first time to implement the Federal Response Plan (FRP), a document that had only been approved four months before Andrew made landfall. As the lead agency, FEMA coordinated the efforts of 26 governmental agencies and the American Red Cross. The Department of Defense (DOD) also has a role in disaster relief operations. Today, publications such as the Army's Field Manual 100-19, Domestic Support Operations, provides doctrinal principles for domestic support.




Sustainability for the Nation

A "sustainable society," according to one definition, "is one that can persist over generations; one that is far-seeing enough, flexible enough, and wise enough not to undermine either its physical or its social system of support." As the government sector works hard to ensure sufficient fresh water, food, energy, housing, health, and education for the nation without limiting resources for the future generations, it's clear that there is no sufficient organization to deal with sustainability issues. Each federal agency appears to have a single mandate or a single area of expertise making it difficult to tackle issues such as managing the ecosystem. Key resource domains, which include water, land, energy, and nonrenewable resources, for example, are nearly-completely connected yet different agencies exist to address only one aspect of these domains. The legendary ecologist John Muir wrote in 1911 that "when we try to pick out anything by itself, we find it hitched to everything else in the Universe." Thus, in order for the nation to be successful in sustaining its resources, "linkages" will need to be built among federal, state, and local governments; nongovernmental organizations (NGOs); and the private sector. The National Research Council (NRC) was asked by several federal agencies, foundations, and the private sector to provide guidance to the federal government on issues related to sustainability linkages. The NRC assigned the task to as committee with a wide range of expertise in government, academia, and business. The committee held public fact-finding meetings to hear from agencies and stakeholder groups; examined sustainability management examples; conducted extensive literature reviews; and more to address the issue. Sustainability for the Nation: Resource Connection and Governance Linkages is the committee's report on the issue. The report includes insight into high-priority areas for governance linkages, the challenges of managing connected systems, impediments to successful government linkages, and more. The report also features examples of government linkages which include Adaptive Management on the Platte River, Philadelphia's Green Stormwater Infrastructure, and Managing Land Use in the Mojave.
