Heavy and persistent rainfall occurred in the Upper Mississippi River Basin from January through July, 1993, causing severe flooding from mid-June through early August. On July 9, the President declared a major disaster in the State of Illinois. The incident period covered in this declaration is from April 13 through August 31, 1993. The Interagency Hazard Mitigation Team (IHMT) was convened on August 29 to conduct site surveys of impacted areas, to identify problems and issues and develop recommendations for the Interagency Hazard Mitigation Team report. This report accomplishes that and more. The team addressed specific issues stemming from the five categories of Floodplain Management, Reconstruction and Recovery, Mitigation Planning, Water Resource Management and Utilities and Infrastructure.
