This report gives the results of consultations held across Canada in summer 1994 to discuss the Federal Government's proposals to protect children from potential sexual abuse by volunteers and employees who work in positions of trust. The report describes the preliminary work and discussion paper options; the consultation schedule and results by region; and other issues raised, including the Identification of Criminals Act, amendments to the Young Offenders Act, access to related Federal Government records, name-change applications, community notification of the release of dangerous offenders, pardons, publication bans, costs, offender rights, and professional regulatory authorities. Specific responses to the Federal Government proposals are given along with recommendations of the working group on immediate enhancements to the Canadian Police Information Centre (CPIC), establishment of a public education and training initiative, longer-term work on child abuse information sharing, and follow-up on identified related issues.
