The FAA is planning and coordinating R&D for the next generation air transportation system (NextGen). Transitioning to the NextGen will require FAA to continue to acquire new air traffic control (ATC) systems on schedule and on budget. NextGen includes system acquisitions but is a significantly larger initiative involving multiple federal agencies, such as NASA, which conducted aeronautics R&D for NextGen, and non-federal aviation stakeholders, such as aviation equipment manufacturers, airports, and aircraft operators. This report addressed: (1) FAA¿s ATC systems acquisition activities; (2) key NextGen planning and transition issues; and (3) key challenges that FAA faces in implementing NextGen. Illustrations.

The Next Generation Air Transportation System's (NextGen) goal is the transformation of the U.S. national airspace system through programs and initiatives that could make it possible to shorten routes, navigate better around weather, save time and fuel, reduce delays, and improve capabilities for monitoring and managing of aircraft. Competition and Investment in Air Transport

This book addresses emerging legal and economic issues in competition and investment in air transport, against the backdrop of the role governments and airlines should play in avoiding protectionism and encouraging innovation and creativity. It evaluates current trends in air transport and the direction the industry is taking in the twenty first century. There are discussions on key aspects of air transport, such as safety assurance and environmental protection, as they are impacted by competition. The rapid evolution of aerospace transport and its effect on competition in air transport is also examined. A recurring theme of the book is the influence of creative destruction and disruptive innovation on air transport. This is addressed through an in-depth study of the contentious areas of law relating to the abuse of dominant positions and state aid, as reflected in the ongoing claim by the three largest US carriers against Gulf carriers such as Emirates Airlines, Etihad and Qatar Airways. Over the past two decades, the organization and provision of air traffic control (ATC) services has been dramatically transformed. Privatization and commercialization of air navigation has become commonplace. Far-reaching reforms, under a variety of organizational structures and aviation settings, have occurred across the world, most notably in Canada, Britain, Australia, New Zealand, and South Africa. In contrast, innovations have lagged behind in other countries - including the United States. In addition, much recent attention has been given to aviation infrastructure and safety in Africa, in some parts of Asia and Latin America, and in rapidly growing air markets including India and China. In response, the International Civil Aviation Organization (ICAO), the International Air Transport Association (IATA), and multilateral banks and institutions have launched a major effort to improve the performance and safety of civil aviation in developing economies. In 2003, Congress directed the Secretary of Transportation to establish the Next Generation Air Transportation System (NGATS) Joint Planning and Development Office (JDPO) to plan the development of an air transportation system capable of meeting potential air traffic demand for 2025. All federal agencies involved in aviation participate in the JDPO providing the opportunity overcome many of the major barriers to developing an effective NGATS. To assist this process, the NRC was asked to examine the first NGATS Integrated Plan prepared by JPDO and submitted to Congress in 2004. This report provides a review of the vision and goals, the operational concepts, and the R&D roadmap developed by the plan; an analysis of the JDPO integrated product teams created to carry out the planning; and an assessment of the implementation process.
