Excerpt from Irrigation Under the Provisions of the Carey Act After a time practically all land which could be reclaimed cheaply was brought under irrigation and the construction of irrigation sys tems became increasingly difficult and costly. It then became appar ent that the homestead and desert-land laws alone were not applicable to the reclamation of land in large units, since under those laws the landowner was not compelled to purchase a water right from the company which constructed the irrigation works intended to reclaim his holding. A law was needed which would offer reasonable assur ance to the construction company that the settlers who filed on the land to be served by the canal system would pay a just proportion of the cost of providing the water supply and at the same time provide for the transfer of title to the land from the Government to the settler when the land had been reclaimed.
