This Selected Issues paper analyzes the development of domestic government securities market in Iran. The Iranian authorities have intensified efforts to develop a domestic government securities market. The Debt Management Office is fully staffed with front-mid-back office functions. An electronic issuance system and effective custody and settlement systems are in place. A public debt law that identifies the Ministry of Economy and Finance’s role as the sole issuer of government securities and requires the preparation and publication of a medium-term debt management strategy, annual borrowing program, and publication of debt and asset data would enhance transparency and provide investors greater assurance about the government’s capacity to repay debt and ultimately lower borrowing costs.

This Selected Issues paper for the Islamic Republic of Iran deals with the analytical considerations relating to the choice of the exchange regime. This issue came to prominence with the exchange rate unification of March 2002. The paper also examines the competitiveness of the non-oil economy, fiscal sustainability, and the labor market of Iran. The paper concludes that a degree of flexibility in the exchange rate is needed at this juncture, given Iran’s exposure to oil price shocks, and the desire of the authorities to promote the development of non-oil activities.

This Selected Issues paper on Iran focuses on the Targeted Subsidy Reform Law (TSRL). This is the basic law governing the implementation of the subsidy reform in Iran. The TSRL envisaged bringing subsidized prices close to international levels over a five-year period. The paper reviews the implementation of the first phase of the subsidy reform, with a particular emphasis on macroeconomic management. The sharp depreciation of the exchange rate and high inflation significantly undermined progress under the reform. High inflation partially reversed the relative price change under the reform.
