This book argues that there is nothing inherently stable, persistent or enduring about institutions. By examining the various issues facing the Malaysian bureaucracy and adopting an institutional analysis, this book brings the point that institutions are disposed to change because they are fraught with tension due to the quality of institutions. Using various examples, it explains that such tension and change dynamics can come from institutional resources, the manner in which resources are distributed to different actors, the varying power configurations among institutional actors and the larger political, economic and social environment that institutions operate in.Accordingly, in examining the various concerns of the Malaysian bureaucracy, this book highlights the typologies of institutional change and the inherent tension over resources that exist among actors that makes reform attempts, at times, potentially problematic but not impossible. New concerns in public policy and governance that are yet to be discussed widely in the Malaysian public administration literature are raised, including issues on collaborative governance, public service motivation and representative bureaucracy.

Malaysia’s State Formation


Book Description

Tracing Malaysia’s political economy since 1800, Abdillah Noh argues that it has been substantially path-dependant based on choices made by the British colonial administration. Focusing mainly on two major groupings in Malaysia’s political economy – the Malays and Chinese Malaysians – Noh demonstrates that British policies engendered two processes. First, a less-than-full-retrenchment of Malay political dominance by preserving Malay de jure power and, second a less-than-full incorporation of new actors in Malaya’s political economy. Such decisions to preserve Malay de jure power alongside half-hearted measures at incorporating non-Malays’ economic and political presence created communities with mutually exclusive institutions that increasingly compete for access to political, social and economic resources. He thus reasons that Malaysia’s state formation - and the consequent consociational logic - is not a contrived act that was hatched at the point of its independence. Rather, it is the result of deep institutional processes that are centred on the idea of path dependence, self- reinforcement mechanism, timing and sequence. A valuable read for scholars of Malaysian history and politics, as well as for scholars of postcolonial state formation and public policy more broadly.

The book brings together implementation studies from the Asia Pacific countries in the context of the deadline of 2015 for achieving the Millennium Development Goals. The contributors to this volume are scholars belonging to the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG).
