Japan's Militant Teachers is the first comprehensive English-language analysis of the origin and development of the fundamental issues in this struggle. It is an objective approach to the history of the teacher's movement from its prewar conception, through the birth of Nikkyoso in 1947, to that union's present strength encompassing a large majority of all public school teachers. It is significant that this study was undertaken by a non-Japanese. Professor Duke was accepted with full confidence by all parties in the dispute. His study includes material obtained from many firsthand interviews conducted between 1968 and 1970 with the leaders of Nikkyoso and government representatives form the Ministry of Education. He has thus been able to present an objective accounting without passing judgement. This book examines the problems of Nikkyoso within the greater context of Japanese society. It is a good introduction to, and analysis of, the problems facing organized teacher' movements as well as the problems facing Japanese education as a whole.

Social and political conflict in postwar Japan is the subject of this volume, which draws together a series of field-based studies by North American and Japanese sociologists, anthropologists, and political scientists. It focuses attention on the sources of conflict and the ways in which conflict is expressed and managed. This book challenges the widely held theories stressing the harmony and vertical structure of social relations in Japan, which imply that conflict is only of minimal importance. Not only does the research presented here force recognition of the existence and complexity of conflict patterns in Japan, its approach to conflict provides a dynamic, empirical, and interdisciplinary focus on social and political processes in the postwar period. The editors' theoretical introduction is followed by a general conceptual piece by one of Japan's foremost sociologists. Ten empirical studies, each offering both new data and new insights on known data about Japanese social and political systems, analyze conflict and conflict resolution in interpersonal relations, industrial relations, education, rural villages, government bureaucracy, parliament, political parties, and interest groups, including how they are manifested in women's and student protest movements and portrayed in the mass media. This book is an up-to-date critical examination of schooling in Japan by an expert in this field. It focuses on developments in the last two decades, with a particular interest in social justice. Japan has experienced slow economic growth, changed employment practices, population decline, an aging society, and an increasingly multi-ethnic population resulting from migration. It has faced a call to respond to the rhetoric of globalization and to concerns in childhood poverty in the perceived affluence. The postwar miracle, says John Price, made Japan and its corporations the toast of the global village, with scholars across the United States pointing to Japan as the model for future enterprise. The economic bubble burst, however, in 1989, and Price documents difficulties that have surfaced since that time. In Japan itself, the common self-assessment is "rich country, poor people" and government reports regularly criticize society for being too enterprising. In emulating Japan, Price asks, are we choosing a path Japan itself is rejecting?Price probes the paradoxes in postwar labor-management relations, particularly in the years between 1945 and 1975. Basing his analysis on the history of labor in Mitsui's Miike mine in Kyushu, Suzuki Motors in Hamamatsu, and Moriguchi City Hall, the author questions the common interpretation that industrial relations are based on lifetime jobs, seniority-based wages, and enterprise unions. He also asks whether Japanese workers have been genuinely empowered by the developments in recent years. In his description of the rough-and-tumble world of postwar Japanese industrial relations, Price pays particular attention to the Occupation period, the rise of Shunto, the increased industrial conflict prior to 1975, and the transition to generalized labor-management cooperation. Relying on French regulation theory and on Michael Burawoy's concept of production regimes, Price suggests a revisionist interpretation of the transformation of Japan's political economy, offering new insights into the rise of lean production and the quality movement in Japan.
