This book explains the causes of the 'lost decade' in the Japanese economy and the series of policy mistakes which lead to a deflationary environment. What will the future bring for the Japanese economy? Without reforms, the situation can only decline. The issue is that the institutions and policies that were used to drive the 'Japanese miracle' are still in place. The book argues that Japan's crisis is thus, a crisis of governance.

The increased mobility and volume of international capital flows is a striking trend in international finance. While countries worldwide have engaged in financial deregulation, nowhere is this pattern more pronounced than in East Asia, where it has affected in unanticipated ways the behavior of exchange rates, interest rates, and capital flows. In these thirteen essays, American and Asian scholars analyze the effects of financial deregulation and integration on East Asian markets. Topics covered include the roles of the United States and Japan in trading with Asian countries, macroeconomic policy implications of export-led growth in Korea and Taiwan, the effects of foreign direct investment in China, and the impact of financial liberalization in Japan, Korea, and Singapore. Demonstrating the complexity of financial deregulation and the challenges it poses for policy makers, this volume provides an excellent picture of the overall status of East Asian financial markets for scholars in international finance and Asian economic development.

Among a vast literature on the Asian economies, the book proposes a distinctive approach, inspired by RĂ©gulation Theory, in order to understand the current transformations of the Asian economies. The book follows their transformations after the 1997 Asian crisis until the subprime crisis. During this period, the viability of their growth regime was to coherence of five basic institutional forms: the degree of competition and insertion into the world economy, the nature of labour market organization, the monetary and exchange rate regimes and finally the style for State intervention via legislation, public spending and tax. The book provides new findings. The degree of financial liberalization and opening to the world economy largely determines the severity of the 2008-2009 recession and the political-economic reactions of each Asian countries to the subprime crisis. Asian capitalisms are distinct from American and European ones, but they are quite diverse among themselves, and this differentiation has been widening during the last decade. This book will help to shed light on a de facto regional economic integration is taking place in Asia, but unsolved past political conflicts do hinder the institutionalisation of these interdependencies.

Was Japan's economic miracle generated primarily by the Japanese state or by the nation's dynamic private sector? In addressing this question, Kent Calder's richly detailed study offers a distinctive reinterpretation of Japanese government-business relations. Calder challenges popular opinion to demonstrate how Japanese private enterprise has complemented the state in achieving the national purpose of industrial transformation. Drawing on previously unexamined Japanese sources, he clearly shows the difficulties experienced by the government in picking potential industrial winners, together with its successes at the constructive but more limited tasks of providing public infrastructure, encouraging technological borrowing across industries, and promoting mixed public-private enterprises. While outlining the limits of Japanese government efforts to organize and transform economic life, Calder also highlights the important contributions of stable private sector partnerships between banking and industry: often relegating the state to a reactive brokerage role, keiretsu, or industrial groups, and Japan's long-term credit banks have fostered key infant sectors such as automobiles and electronics and have also systematically restructured declining industries. Strategic Capitalism is a book for all those interested in the formation of industrial policy, market-oriented yet public-spirited alternatives to bureaucratic guidance, and the true origins of Japan's global competitiveness.
