This book addresses the challenge of securing high-paying jobs for American workers. It examines the impacts of a wide range of state and local characteristics—such as low taxes, high-skilled workforce, reliance on manufacturing, and even nice weather—on the economic development of U.S. regions. The author provides a detailed account for each factor’s impact on the growth of good jobs. The research focuses on U.S. metropolitan areas and states, tracking employment and income change in these regions from 1990 to the near present. While providing numerous best principles for state and regional policy, the author uncovers the keys to supporting high-paying U.S. jobs in an important book that will prove invaluable to elected officials, economic development practitioners, and students interested in the pursuit of economic development.

Over the past four decades, the forces of economic restructuring, globalization, and suburbanization, coupled with changes in social policies have dimmed hopes for revitalizing minority neighborhoods in the U.S. Community economic development offers a possible way to improve economic and employment opportunities in minority communities. In this authoritative collection of original essays, contributors evaluate current programs and their prospects for future success.Using case studies that consider communities of African-Americans, Latinos, Asian immigrants, and Native Americans, the book is organized around four broad topics. "The Context" explores the larger demographic, economic, social, and physical forces at work in the marginalization of minority communities. "Labor Market Development" discusses the factors that shape supply and demand and examines policies and strategies for workforce development. "Business Development" focuses on opportunities and obstacles for minority-owned businesses. "Complementary Strategies" probes the connections between varied economic development strategies, including the necessity of affordable housing and social services.Taken together, these essays offer a comprehensive primer for students as well as an informative overview for professionals.

This report sets forth findings of a committee charged with recommending policies to create 10,000,000 new jobs through small business. It defines the problems of American workers and small business owners in a period of dramatic economic change. Emphasis is on solutions for the conditions that nurture enterprise and on what the country needs to do to encourage small business formation, a more secure environment for workers, and economic growth. Findings and conclusions are presented in four major areas: preparing the American people to compete; encouraging greater savings and investing them productively; expanding export groups, including those for small businesses; and minimizing the impediments to the growth of small firms. Five recommendations, outlining institutional mechanisms to focus sustained attention on the problems, are as follows: (1) mobilize the American people, (2) prepare the American work force, (3) invest in the future, (4) restore the "Yankee Trader" tradition, and (5) clear the decks--in other words, institutional reorganization of structures and processes to reflect new realities of global competition. Suggestions for implementation follow each recommendation. Appendixes include annotations--quotations from relevant literature--on numerous current economic concerns. (YLB)
