Invisible pour beaucoup, le phénomène de sous-nutrition dans ses aspects quantitatifs et qualitatifs, frappe plus du quart de la population mondiale et entraîne, chaque année le mort de plusieurs dizaines de millions d’êtres humains. Les perspectives démographiques indiquent qu’en dépit d’une diminution récente des rythmes de croissance annuelle de la population mondiale, la phase le plus brutale du croît démographique se développera entre 1980 et 2020 avec le passage, de 4,4 à 8 milliards d’êtres humaines et une concentration de 85 de la population mondiale dans les pays du tiers monde. L’évolution récente de la production alimentaire mondiale n’a pas permis d’éloigner le spectre de la faim. Elle apparaît à la fois insuffisante dans son rythme de croissante globale et trop inégale dans sa répartition spatiale. La plupart des pays développés assurent leur sécurité alimentaire par la production agricole domestique et des ressources économiques et financières suffisantes pour acquérir certaines denrées sur le marché international. Dans le tiers monde, la sécurité alimentaire demeure souvent difficile à organiser. Face à une demande massive et en augmentation, la recherche d’une plus grande auto-suffisance constitue l’objectif déclaré de nombreux pays. Cependant, ni le développement agricole dans son ensemble ni la nécessité d’une approche intégrée de la politique alimentaire nationale ne semblent dans bien des cas avoir bénéficié de la priorité nécessaire. Dans ces conditions, les situations de dépendance alimentaire structurelle se sont multipliées au cours de dernières décennies. Les capacités d’exportation pour les denrées alimentaires de base apparaissent, à l’inverse, fortement concentrées sur les États-Unis et un nombre limité de pays qui, de ce fait, détiennent un pouvoir économique spécifique qu’il est tentant d’utiliser comme une arme. Devant la complexité du problème, est-il raisonnable d’évoquer un Ordre alimentaire mondial. C’est sans doute à ce niveau que le politiste et le juriste prennent le relai de l’économiste. À partir de l’analyse des faits économiques, il leur est demandé d’évaluer la capacité de la communauté internationale à faire preuve en domaine vital d’une volonté commune et à l’organiser pour répondre aux besoins essentiels.

THE WAR IN UKRAINE AND ITS GLOBAL GEOSTRATEGIC AND GEOPOLITICAL CONSEQUENCES

Russia's invasion of Ukraine on 24 February 2022 revealed a real rift between the Western clan and Russia with its post-war allies. This rift is reinforced by the entry into NATO of the former Soviet republics, as soon as the geopolitical gla-cis formed by fifteen republics protecting the USSR col-lapsed. This war, accompanied by tensions between China and Taiwan, has raised the risk of a world order upheaval. This book first offers a historical analysis of how this Russian-Ukrainian war came about and to what extent this conflict accentuated the rift between the two sides. The West became cobelligerent by delivering, for example, arms to Ukraine, which fed the black market, by sending instructors, the case of the French, for the use of even Caesar cannons, and by harshly sanctioning Russia, without foreseeing the wave of consequences in the world (galloping inflation and risks of famine). On the other hand, in this confrontation, Moscow benefits from the support of certain developing countries and the BRICS. Moreover, this war is moving to the African continent and becoming a hybrid. Secondly, the analysis highlights the fact that this conflict has highlighted one of the important continuous fault lines in the international architecture of this era. This fracture is characterized by three aspects of dissimilarity: the African perceptions of the war in Ukraine marked by the disparity of the foreign policies of the states; the consequences of this war cause a new look at international policies from a geopolitical as well as a geostrategic and economic point of view; and the perspectives of this war on the course of the world and its evolution.
