The 2002 edition of this quadrennial publication presents a regional analysis of the health situation and trends in the Americas region, as well as for each of the 47 countries and territories in the region. It is published in two volumes and covers mainly the years from 1997-2000. This edition focuses upon the inequalities in health. Volume One looks at issues dealing with leading health and health-related indicators, ranging from mortality and changes in life expectancy to the relationship between health and income distribution. It also considers current health conditions and trends including disease prevention and control, health promotion and environmental protection. Volume Two examines each country's overall health conditions, including institutional organisation, health regulations and the overall operation of health services.

Reassembling Social Security


Book Description

The reform of social security pensions and healthcare is a key issue for the modern world, and in many ways Latin America has acted as a social laboratory for the reform of these systems. From the reforms that took place in Chile in 1981, most pension and health care systems in the region have seen reform, and been fully or partially privatized. Many other countries considering reform of their own systems have been influenced by the policies implemented in Latin America. Yet despite the importance and influence of these reforms, until now there has not been an integrated and comprehensive analysis of the changes and their effects. This book is the result of four years of painstaking work, data collection, field research and international collaboration, and so fills the vacuum in the literature with a systematic comparison of pension and healthcare reforms in the 20 Latin American countries. It identifies reform models, and elaborates taxonomies to facilitate their understanding and comparison. Some key features of the reforms to emerge are: labour force and population coverage, equity and solidarity, sufficiency and quality of benefits, state regulation, competition and degree of privatization, efficiency and administrative costs, social participation in management, financing sources and long-term sustainability. Effects of the reforms on social security principles are measured based on recent standardized statistics and other information. Goals or assumptions of the reforms are contrasted with actual outcomes, and the pros and cons of private versus private provision assessed. Detailed policy recommendations are offered to correct current problems and improve pension and healthcare systems. This publication is the result of a collaborative effort between the Pan American Health Organization and the WHO Collaborating Center for International Health at the University of Texas Medical Branch. The chapters are based on the proceedings from a seminarworkshop held in Galveston Texas in 1998. The objective of this forum was to examine the impact of the economic globalization process and technological change on health trends in the Region of the Americas and even more specifically to explore how civil society groups can influence the formulation of healthy public policies and monitor equity in terms of both the health situation and the distribution of health care resources. This publication addresses a wide range of issues affecting health in the global economy including various types of economic organization and potential dangers the world faces as a new century begins. It centers on experiences opportunities and risks in the Americas and on the value of health in human development and of international and regional integration processes in the formulation of a new global economy.
