Southeast Asia constitutes one of the world's most extended rainforest regions. It is characterized by a high degree of biodiversity and contains a large variety of endemic species. Moreover, these forests provide a number of important and sin gular ecosystem services, like erosion protection and provision of high quality wa ter, which cannot be replaced by alternative ecosystems. However, various forms of encroachment, mostly those made by human interventions, seriously threaten the continuance of rainforests in this area. There is ample evidence that the rainforest resources, apart from large scale commercial logging, are exposed to danger particularly from its margin areas. These areas, which are characterized by intensive man-nature interaction, have been identified as extremely fragile systems. The dynamic equilibrium that bal ances human needs and interventions on the one hand, and natural regeneration capacity on the other, is at stake. The decrease of rainforest resources is, to a sub stantial degree, connected with the destabilization of these systems. Accordingly, the search for measures and processes, which prevent destabilization and promote stability is regarded as imperative. This refers to both the human and the natural part of the forest margin ecosystem.

Institutional Change in the Horn of Africa

Traditional theories of property rights change have posited an evolutionary progression of property rights towards private property in response to changes in the relative price ratio of land compared to the other factors of production. Using case studies from two areas of Ethiopia and one area of Eritrea the dissertation demonstrates the role of political factors such as interest group preference and state intervention in directing property rights development away from a linear path. The case studies trace the development of three separate systems of property rights throughout the twentieth century up to the Ethiopian revolution of 1974. Analysis of history and litigation in the three areas demonstrates that in none did property rights evolve spontaneously towards privatization. In one area of the study relative price changes did not lead to changes in the system of property rights as the theory predicts. In the other two areas, changes in property rights followed a change in the relative price of land, but these changes were brought about exogenously, by the intervention of the government or interest groups in guiding property rights in a particular direction. There are two theoretical conclusions to the study 1) property rights development does not always occur when we expect it to, other factors such as vested interests and government reluctance can intervene with their development and 2) even if property rights do change in response to relative price changes, they may not always move towards privatization or greater specification. In addition, one interesting empirical result of the research was that in communal systems of land tenure the transaction costs of land transfer are higher, leading to a drag on economic efficiency in the overall economy of the region. Generally, the incorporation of political factors into the model of changing property rights leads to a less parsimonious, but more accurate description of the progression of land rights in developing countries in particular.

Domestic and international development strategies often focus on private ownership as a crucial anchor for long-term investment; the security of property rights provides a foundation for capitalist expansion. In recent years, Thailand's policies have been hailed as a prime example of how granting formal land rights to poor farmers in low-income countries can result in economic benefits. But the country provides a puzzle: Thailand faced major security threats from colonial powers in the nineteenth century and from communism in the twentieth century, yet only in the latter case did the government respond with pro-development tactics. In Land and Loyalty, Tomas Larsson argues that institutional underdevelopment may prove, under certain circumstances, a strategic advantage rather than a weakness and that external threats play an important role in shaping the development of property regimes. Security concerns, he find, often guide economic policy. The domestic legacies, legal and socioeconomic, resulting from state responses to the outside world shape and limit the strategies available to politicians. While Larsson’s extensive archival research findings are drawn from Thai sources, he situates the experiences of Thailand in comparative perspective by contrasting them with the trajectory of property rights in Japan, Burma, and the Philippines.
