A discussion of conditions, evidence, and recommendations for people directly involved in the construction work is contained in later sections of the report. The report, of course, was prepared in the reverse order. As is proper for all investigative activities, we proceeded from data gathering to analysis, to synthesis and correlation of the data, and finally to statements of hypotheses, findings, and conclusions.
