Estas Lecciones que, junto con el Volumen I, comprenden la Parte General del Derecho Administrativo, exponen con un afán sintético y didáctico los fundamentos básicos del Derecho Administrativo y el régimen de sus instituciones. Comprenden pues el análisis del ordenamiento jurídico vigente y dan cuenta de la jurisprudencia existente sobre el mismo sin descartar la expresión, en su caso, de las posiciones doctrinales existentes sobre las grandes cuestiones y retos a los que se enfrenta la disciplina. Igualmente, y dado su objetivo propio, procuran ofrecer ejemplos suficientes que ilustren los contenidos dogmáticos de cada lección. Esta obra, fruto de la dilatada experiencia docente de sus autores en el Departamento de Derecho Administrativo de la Universidad de Sevilla, tiene como destinatarios principales a los alumnos que cursan el Grado en Derecho y otros Grados conjuntos en cuyos planes de estudio figuran las asignaturas troncales a las que estas Lecciones dan respuesta, sin perjuicio de su posible interés para otras personas que pretendan adquirir un conocimiento de los fundamentos y contenidos básicos de la disciplina.
