Congress enacted the Peer Review Improvement Act to provideeffective, efficient, and economical Medicare services. ThisAct established a process through which the Secretary ofHealth and Human Services must contract, on a biennialbasis, with Professional Standards Review Organizations(PSROs) which have proven their competence and have a"substantial number" of licensed medical doctors orosteopaths practicing in the area.
