L'identité européenne, fruit d'une volonté politique dès le Traité de Rome en 1957, devient chaque jour une réalité vécue qui s'impose aux consciences, aux États, aux traditions, au passé. La multiplication des échanges institutionnels et personnels au sein de la Communauté Européenne qui s'agrandit d'année en année implique l'existence et l'usage d'une ou plusieurs langues de vaste diffusion. À défaut d'une « langue universelle » qui rallierait tous les suffrages le plurilinguisme semble être la solution raisonnable et tout Européen aura l'obligation, le devoir même de maîtriser outre sa propre langue, une ou deux langues de la Communauté. La « politique des langues » doit retenir l'attention de tous, hommes politiques, enseignants, simples citoyens, si l'on veut que la question des langues ne deviennent pas un facteur de division mais qu'elle contribue à la construction de l'Europe. Cet ouvrage, issu du Symposium International de Nancy et enrichi d'apports complémentaires, apporte des éléments de réponse et des voies de réflexion à cette problématique qui concerne autant les enseignants et les parents que les décideurs politiques et les acteurs sociaux. The European Economic Community, founded in 1957, consisted of six Member States with a combined total of four official languages. By 2004, this organization had evolved into a European Union of twenty-five Member States with more than twenty official languages among them. This increase has presented numerous challenges to the EU's internal linguistic regime, where formal policy has been, with some notable exceptions, to treat all of these languages equally. Some of these languages - English in particular - have been more equal than others. Languages that lack nation-wide official status in any Member State - such as Catalan and Welsh - have been overtly denied equal treatment. Furthermore, the multilingual nature of the EU has had significant implications for any Member State that wishes to regulate the use of language within its territory, as such regulation can interfere with the rights accorded to citizens of other Member States to participate in free commercial movement throughout the Union. Recent developments in the European integration process have raised, amongst many other things, the issue of linguistic diversity, for some a stumbling block to the creation of a European democratic polity and its legal and social institutions. The solution to the 'question of language', involves an understanding of the role played by natural languages and the consequent design of policies and institutional mechanisms to facilitate inter-linguistic and intercultural communication. This is not an exclusively European problem, and nor is it entirely new, for it is also the problem of linguistic majorities and minorities within unitary nation-states. However, the effects of globalization and the diffusion of multiculturalism within nation-states have given renewed emphasis to the question of language in diverse societies. Facing the question anew involves reconsidering traditional ideas about social communication and the public sphere, about opinion-formation and diffusion, about the protection of cultural and linguistic minorities, and about the role that language plays in the process of formation of political and legal cultures.
