Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. Global warming is changing the world as we know it. Climate change can have catastrophic impacts in numerous cities across the world. It is time for us to react – quickly and effectively. The European Community (EC) has been leading the fight against climate change, making it one of its top priorities. We have introduced the most ambitious targets of their kind, known as the “20/20/20 by 2020” initiative within the “Climate Action and Renewable Energy Package.” As a result, European Member States have taken on a commitment to curb their CO emissions by at least 20% by 2020. 2 These targets are indeed commendable; however, they are only the start if we are to avoid the consequences of global warming. Whilst top level coordination from the European Institutions and Member State governments is vital, the role of mitigating and adapting to climate change at local level must not be forgotten. In fact, here cities, regions and their citizens play a significant a role. It is therefore vital they become directly involved in the climate change challenge. The European Commission therefore launched in 2008 a new initiative, the Covenant of Mayors, which brings together a network of European mayors in a voluntary effort to go beyond the European Union’s already ambitious targets. Half of our greenhouse gas emissions (GHGs) are created in and by cities.

The prevalence of childhood obesity is so high in the United States that it may reduce the life expectancy of today's generation of children. More than 50 percent of the global population resides in urban areas where land policy and infrastructure interactions facilitate economic opportunities, affect the quality of life, and influence patterns of urban development. While infrastructure is as old as cities, technological changes and public policies on taxation and regulation produce new issues worthy of analysis, ranging from megaprojects and greenhouse gas emissions to involuntary resettlement. This volume, based on the 2012 seventh annual Land Policy Conference at the Lincoln Institute, brings together economists, social scientists, urban planners, and engineers to discuss how infrastructure issues impact low-, middle-, and high-income countries. Infrastructure drives economic and social activities. For urban areas, the challenges of balancing economic growth with infrastructure development and maintenance are reflected in debates about finance, regulation, and location and about the sustainable levels of infrastructure services. Relevant sectors include energy (electricity and natural gas); telecommunications (phone lines, mobile phone service, and Internet); transportation (airports, railways, roads, waterways, and seaports); and water supply and sanitation (piped water, irrigation, and sewage collection and treatment). Recent research shows that inadequate infrastructure is associated with income inequality. This is likely linked to the delivery of infrastructure services to households, such as direct health benefits, improved access to education, and enhanced economic opportunities. Because so much infrastructure is energy intensive, efforts to reduce greenhouse gas emissions and other negative impacts must address services such as electric power and transport. Bringing the management of infrastructure up to levels of good practice has a large economic payoff, and performance levels vary dramatically between and within countries. A crucial unmet challenge is to convince policy makers and voters that large economic returns can result from improving infrastructure performance and maintenance.

In the Wake of a Local Government Initiative: Küçükçekmece: AYAZMA-TEPEÜSTÜ Urban Regeneration Project is the first and so far only publication to elaborate on all the stages of one of the many "Urban Regeneration" projects being implemented in Turkey, especially in recent years. The book not only examines the "Küçükcekmece Ayazma-Tepeüstü Urban Regeneration" project, but it also gives a clear account of the positive and negative aspects of the process.To date, especially in the western world, a large number of scientifically significant books have been released on some such initiatives (mainly in the UK), yet there has been no widely disseminated volume on Turkey's approach and project building methodologies. Unlike in the Western world, in Turkey, urban regeneration is a means to overcome the challenges created by the growth of unauthorized housing. In the case of Turkey this publication will serve as a step in developing more publications, as well as present the reader with an example for comparison.The authors prepared the book in order to bring into public view the "Küçükcekmece Ayazma-Tepeüstü Urban Regeneration Project" and all its associated dynamics. The project has been under way since 2004 and is the first project in Turkey with well adjusted social projects implemented in parallel. The Ayazma-Tepeüstü region is historically a location of unplanned/illegal settlements,.
