In Managing Inequality, Karen R. Miller examines the formulation, uses, and growing political importance of northern racial liberalism in Detroit between the two World Wars. In the wake of the Civil War, many white northern leaders supported race-neutral laws and anti-discrimination statutes. These positions helped amplify the distinctions they drew between their political economic system, which they saw as forward-thinking in its promotion of free market capitalism, and the now vanquished southern system, which had been built on slavery. But this interest in legal race neutrality should not be mistaken for an effort to integrate northern African Americans into the state or society on an equal footing with whites. During the Great Migration, which brought tens of thousands of African Americans into Northern cities after World War I, white northern leaders faced new challenges from both white and African American activists and were pushed to manage race relations in a more formalized and proactive manner. The result was northern racial liberalism: the idea that all Americans, regardless of race, should be politically equal, but that the state cannot and indeed should not enforce racial equality by interfering with existing social or economic relations. Miller argues that racial inequality was built into the liberal state at its inception, rather than produced by antagonists of liberalism. Managing Inequality shows that our current racial system—where race neutral language coincides with extreme racial inequalities that appear natural rather than political—has a history that is deeply embedded in contemporary governmental systems and political economies.

Working Democracies

In this inside look at worker cooperatives, Joan Meyers challenges long-held views and beliefs. From the outside, worker cooperatives all seem to offer alternatives to bad jobs and unequal treatment by giving workers democratic control and equitable ownership of their workplaces. Northern racial liberalism is the notion that all Americans, regardless of race, should be politically equal, but that the government cannot and indeed should not enforce racial equality by interfering with existing social or economic relations. In the United States, some populations suffer from far greater disparities in health than others. Suddenly Diverse

For the past five years, American public schools have enrolled more students identified as Black, Latinx, American Indian, and Asian than white. At the same time, more than half of US school children now qualify for federally subsidized meals, a marker of poverty. The makeup of schools is rapidly changing, and many districts and school boards are at a loss as to how they can effectively and equitably handle these shifts. Suddenly Diverse is an ethnographic account of two school districts in the Midwest responding to rapidly changing demographics at their schools. It is based on observations and in-depth interviews with school board members and superintendents, as well as staff, community members, and other stakeholders in each district: one serving “Lakeside,” a predominately working class, conservative community and the other serving “Fairview,” a more affluent, liberal community. Erica O. Turner looks at district leaders’ adoption of business-inspired policy tools and the ultimate successes and failures of such responses. Turner’s findings demonstrate that, despite their intentions to promote “diversity” or eliminate “achievement gaps,” district leaders adopted policies and practices that ultimately perpetuated existing inequalities and advanced new forms of racism. While suggesting some ways forward, Suddenly Diverse shows that, without changes to these managerial policies and practices and larger transformations to the whole system, even district leaders’ best efforts will continue to undermine the promise of educational equity and the realization of more robust public schools.




Confronting Inequality

Inequality has drastically increased in many countries around the globe over the past three decades. The widening gap between the very rich and everyone else is often portrayed as an unexpected outcome or as the tradeoff we must accept to achieve economic growth. In this book, three International Monetary Fund economists show that this increase in inequality has in fact been a political choice—and explain what policies we should choose instead to achieve a more inclusive economy. The sizeable increase in income inequality experienced in advanced economies and many parts of the world since the 1990s and the severe consequences of the global economic and financial crisis have brought distributional issues to the top of the policy agenda. The challenge for many governments is to address concerns over rising inequality while simultaneously promoting economic efficiency and more robust economic growth. The book delves into this discussion by analyzing fiscal policy and its link with inequality. Fiscal policy is the government’s most powerful tool for addressing inequality. It affects households ‘consumption directly (through taxes and transfers) and indirectly (via incentives for work and production and the provision of public goods and individual services such as education and health). An important message of the book is that growth and equity are not necessarily at odds; with the appropriate mix of policy instruments and careful policy design, countries can in many cases achieve better distributional outcomes and improve economic efficiency. Country studies (on the Netherlands, China, India, Republic of Congo, and Brazil) demonstrate the diversity of challenges across countries and their differing capacity to use fiscal policy for redistribution.
