The small community of Manhattan Beach, located in the county of Los Angeles, is situated on the shore of the Santa Monica Bay. Late in the 1800s, there was little need for law enforcement: this unspoiled terrain along the ocean coastline with its shifting sands, scrub brush, and native wildflowers had yet to be cultivated. By 1912, the sparsely populated area had been incorporated and the city fathers appointed the first peace officer, Fred W. Petway, who was one of three marshals to serve the new town. In 1924, the position of police chief was created with the appointment of Fred Garvin. However, it would be many years before a first-class police department would oversee the safety and security of the growing community. This volume tracks a century of social change and dramatic episodes that challenged a long line of dedicated men and women in law enforcement. Each of these professionals raised the bar on the high standard of police department service that operates in this seaside municipality today.

The Redondo Beach Police Department dates to May 9, 1892, when Marshall S. Rogers was appointed as the citys first marshal. One of the first city ordinances prohibited the discharge of firearms within city limits and provided the option for hiring of a deputy if needed. He was needed, of course, as the city would grow into a major West Coast resort by the 1920s. The department adapted through the changes brought on by the Depression, World War II, and the postwar boom, serving and protecting citizens and fighting crime both unique to beach-city life as well as changing times while enforcing all laws for residents and tourists alike across the dawns of two centuries. California's Megan's Law


Book Description

California's Megan's Law allows law enforcement to notify the public of serious and high-risk sex offenders who reside in, are employed in, or visit a community. The law requires the California Dept. of Justice to produce a CD-ROM or other electronic medium containing information on serious and high-risk sex offenders. Access to the CD-ROM is mandated to be available to the public at all sheriff's departments and police departments in cities with a population of 200,000 or more as well as through the California Dept. of Justice. Many police departments with smaller jurisdictions have also voluntarily elected to make the CD-ROM available to the public. This report covers 1998 and 1999.
