This report considers how to make pay more market-facing in local areas for NHS Agenda for Change (AfC) staff and recommends market-facing pay to support recruitment and staff retention. The AfC system is perceived as fair and objective by all parties, supports stable industrial relations, and is viewed as compliant with equal pay principles. Analysis does not provide firm evidence for further investment in additional market -facing pay in the NHS at this time and further development of AfC is needed to meet the challenges and cost pressures in the NHS. AfC is considered the appropriate vehicle through which to develop market-facing pay as it already has positive features for it. The Review Body therefore specifically recommends a fundamental review of high cost area supplements, appropriate use of local recruitment and retention premia, and regular review of AfC, including its flexibilities, with any necessary negotiations brought to a conclusion at a reasonable pace

This report is a response to the Government's request to consider whether pay for very senior managers in the NHS in England should be made more market-facing at local level. The review was complicated by the fact the NHS is currently undergoing reorganisation. The conclusions must therefore be subject to the caveat that better information is needed, Three recommendations however are put forward: that no additional locality pay measures be added to the new NHS very senior managers' pay framework; that the Department of Health collect and provide information on recruitment, retention and motivation of NHS very senior managers; and that all NHS very senior managers be assimilated into and paid according to the new pay framework, on the basis of job weight, once the current reforms have been fully implemented




Review Body on Senior Salaries Twenty-eighth Report on Senior Salaries 2006

The Review Body on Senior Salaries makes recommendations for the pay arrangements of senior civil servants (SCS) (including the Prime Minister, Ministerial posts and MPs), senior military officers and the judiciary. This is their 28th report which contains recommendations applicable from 1 April 2006. These include: i) increases in SCS base pay should be in the range of 0 to nine per cent according to performance, with an average individual award of 3.25 per cent; ii) performance-related pay scales for two star officers and above increased by three per cent; and iii) retention of the current nine salary groups for the judiciary, with the salary for the Lord Chief Justice increased to £225,000.




Prison Service Pay Review Body Report on Local Pay in England and Wales 2012

This report considers how to make pay more market-facing in local areas for staff within the Body's remit. In a document entitled 'Fair and sustainable' developed jointly with the trades unions, the National Offender Management Service (NOMS) proposed replacing the existing Locality Pay Allowance with a basic national pay range with London enhancements. For staff on the pay range maxima included in this paper, working 37 hours per week and without an unsocial hours payment, the inner and outer London scales are respectively £3,800 and £2,500 a year higher than the national scale. Both NOMS and the unions requested that those proposals be given an opportunity to 'bed in' before considering whether any additional local pay flexibilities are needed. This report supports that view and recommends implementing the NOMS proposals before further consideration




School Teachers' Review Body Twenty-first Report - 2012

The Review Body was asked to consider wide ranging changes to the teacher pay framework, focusing on three issues: market facing pay; more effectively linking pay progression and performance; and wider reforms to support the recruitment and retention of high quality teachers. The package of recommendations propose: (i) a pay framework that seeks to raise the status of the profession, support professional development and reward individuals in line with their contribution to improving pupil outcomes; (ii) greater autonomy for schools to set teachers pay, and (iii) recognised career stages for teachers alongside increased accountability for high professional standards and contribution to pupil progress. These changes are designed to encourage high calibre graduates and career changers to come into teaching and to help schools facing the greatest challenges. They are also intended to enable existing teachers to develop and improve their teaching skills. Among the key recommendations for change are: replacement of increments based on length of service by differentiated progression through the main scale to reward excellence and performance improvement; extension to all teachers of pay progression linked to annual appraisal (already established for senior teachers); abolition of mandatory pay points with the pay scales for classroom teachers to enable individual pay decisions but retaining present of points for reference only in the main scale to guide career expectations for entrants; retention of a broad national framework; local flexibility to pay salaries above the upper pay scale; more discretion in the use of allowances; a simplified pay and conditions document.

This is the thirty-fourth report on senior salaries with the remit of providing independent advice to the Prime Minister, the Lord Chancellor, the Secretary of State for Defence and the Secretary of State for Health on the remuneration of holders of judicial office; senior civil servants; senior officers of the armed forces; very senior managers in the NHS; and other such public appointments.
