Maximum Government, Maximum Governance

Book Description

Austerity, fiscal consolidation, fiscal discipline and fiscal deficit targets have become the buzzwords of contemporary macroeconomic policy. By tracing the history of macroeconomic schools of thought, Maximum Government, Maximum Governance explores the origins, essence, shortcomings and deception of mainstream neoliberal macroeconomics. Arguing that economies are financially constrained, neoliberal macroeconomics dislodged full employment as the target of policy replacing it with a low and stable inflation target. Monetary policy under the control of an independent central bank became the primary instrument to assist free and globalized markets to propel economies towards full employment. However, the global financial crisis of 2008 and rising inequalities of income and wealth in the last decade within and across economies has led to rise of nationalist-populist leaders in many parts of the world. Although neoliberal economics has been put under the scanner by these leaders, their actions seem reactionary and without a coherent understanding of alternative schools of economic thought. An alternative based on sound economic reasoning and institutional realities is required to challenge neoliberal and arbitrary populist policies. Based on an introductory analysis of Modern Money Theory (MMT), this book seeks to present an alternative viewpoint on macroeconomics and macroeconomic policy to address the challenges of economic growth, unemployment and inequality. While adherents of MMT are convinced of its robustness, the challenge is to reframe macroeconomic discourse, which must essentially reject the notion that an economy is financially constrained and instead turn the spotlight on real resource and governance constraints. The Troubling State of India's Democracy

Book Description

As India’s power and prominence rise on the international stage, its longstanding tradition of democracy is under threat. Since establishing a secular and democratic constitution in 1950, India has held elections at the local, state, and national levels with frequent transitions of power between opposing parties. This commitment to democracy has provided political order to a country that is twice the size of Europe and with a stunning array of social and economic divides. Despite this rich tradition, India’s democracy faces an unprecedented threat with the rise of Narendra Modi and his Hindu nationalist party, the Bharatiya Janata Party. After decisively winning general elections in 2014, Modi and the BJP have pursued a range of anti-democratic policies in which the state and society are used to undermine the opposition, to stifle free speech, and to harass religious minorities. The Troubling State of India’s Democracy brings together leading scholars from around the world to assess the conditions of India’s democracy across three important dimensions: politics, specifically the state of political parties and the party system; the state, including the condition of federalism and the health of various institutions; and society, including NGOs, ethnic and religious tensions, and control of the media. Even though elements of India’s democracy seem to function—like its commitment to elections—the contributors document a disturbing trajectory, one that not only threatens to undermine India’s own stability, but could also affect the global order.

The Decline of the Western-Centric World and the Emerging New Global Order

Book Description

The Western liberal democratic world order, which seemingly triumphed following the collapse of communism, is looking increasingly fragile as populists and nationalists take power in the United States, Europe and elsewhere, as the momentum of democratization in developing countries stalls, and as Western liberal establishments fail to deal with economic stagnation, worsening political polarization, social inequality, and migrant crises. At the same time there is a shift of economic power from the West towards Asia. This book explores these critical developments and their consequences for the world order. It considers how far the loss of the West’s power to dominate the world order, together with the relative decline of US power and its abdication of its global leadership role, will lead to more conflict, disorder and chaos; and how far non-Western actors, including China, India and the Muslim world, are capable of establishing visionary policy initiatives which reconfigure the paths and rules of economic integration and globalization, and the mechanisms of global governance. The book also assesses the sustainability of the economic rise of China and other non-Western actors, explores the Western liberal democratic order’s capacity for resilience, and discusses how far the outlook is pessimistic or optimistic.
