This book investigates university internationalization in different national contexts and compares internationalization performance across national boundaries. Internationalization has been recognised by policymakers as the key to perform successfully within the new global context: the author identifies primary motivations for universities to embrace this agenda, and deconstructs the phenomenon into measurable dimensions and components. Using extensive qualitative data from university leaders and practitioners, this book analyses the global forces that shape the international education landscape, and reviews the existing instruments for measuring internationalization. Measuring Up in Higher Education


Book Description

This book examines the quality assessment movement in academic scholarship, as globalization prompts a search for global measures of university services and output. It gauges productivity in terms of universal publication metrics, and considers ranking and research productivity from a comparative perspective. The book considers the use of the “impact factor” as a gauge of publication value, noting that this less important in countries lacking central government appropriations to universities and to research. It argues that pressure to publish in certain journals, and to research topics of interest to English language readers, has been felt differentially in English-language systems, compared to others, but also that performance pressures fall more on younger, more juniour, contract staff, than on senior and tenured professors. It problematizes international comparisons of quality, and analyses the benefits of a zone of ideas and metrics in a common language – promoting international mobility, efficiency, collaboration - but also the costs which are rarely borne equally across countries, languages and cultures. The book provides a strong, evidence-based contribution to major debates in contemporary higher education reforms and the measurement of academic output.




Measuring International Authority

This is the third of five ambitious volumes theorizing the structure of governance above and below the central state. This book is written for those interested in the character, causes, and consequences of governance within the state. This book sets out a measure of authority for seventy-six international organizations (IOs) from 1950, or the time of their establishment, to 2010 which can allow researchers to test expectations about the character, sources, and consequences of international governance. The international organizations considered are regional (e.g. the EU, Andean Community, NAFTA), cross-regional (e.g. Commonwealth of Nations, the Organization of Islamic Cooperation), and global (e.g. the UN, World Bank, WTO). Firstly, the book introduces carefully constructed estimates for the scope and depth of authority exercised by international governments. The estimates are unique in their comparative scope, their specificity, and time span. Secondly, it describes describe broad trends in IO authority by comparing delegation and pooling, over time, across IOs, and across decision areas. Thirdly, it presents the evidence gathered by the authors to estimate international authority by carefully discussing forty-seven international organizations, and showing how their bodies are composed, what decisions each body makes, and how they make decisions. International Students in Higher Education

Applying a critical and holistic framework, International Students in Higher Education: Language, Identity, and Experience from a Holistic Perspective explores the lived experiences of four multilingual international students at a Canadian University. Vander Tavares investigates how the students experience life in the host community, construct their multiple identities, and develop their proficiency in the English language. Additionally, Tavares examines the ways in which the institutional context impacts the students’ experiences by foregrounding the voices of domestic students, faculty and support staff, and their experiences and perspectives on international students, multiculturalism, and multilingualism. Drawing from theories of cultural and social psychology, post-structuralism, multilingualism, and a sociocognitive approach to second language acquisition, this project presents rich ethnographic portraits of the students’ experiences. This contextualised and humanised portrayal of the students’ individual journeys challenges the prevailing discourse of deficit that has traditionally been used to characterise the multilingual international student experience.
