Joseph Eastburn was born in 1748, in Philadelphia, Pennsylvania. He married Ann Owen in 1771. He began preaching to mariners in 1819. He served as the stated pastor of the Mariner's Church in Philadelphia from 1824-1828.

Excerpt from Memoirs of the Rev. Joseph Eastburn: Stated Preacher in the Mariner's Church, Philadelphia Eastern District of Pennsylvania, to wit: Be It Remembered, That on the first day of May, in the L. S. fifty-second year of the independence of the United States of America, A.D. 1828, Jacob J. Janeway, (in behalf of the executors of the Rev. Joseph Eastburn) of the said district, has deposited in this office the title of a Book, the right whereof they claim as Proprietors, in the words following, to wit: "Memoir of the Rev. Joseph Eastburn, stated Preacher in the Mariner's Church, Philadelphia: who departed this life January 30th, 1828. By Ashbel Green, D.D." In Conformity to the Act of the Congress of the United States, entitled, "An Act for the encouragement of Learning, by securing the copies of Maps, Charts, and Books, to the Authors and Proprietors of such copies during the times therein mentioned." And also to the Act entitled, "An Act supplementary to an Act, entitled 'An Act for the Encouragement of Learning, by securing the copies of Maps, Charts, and Books, to the Authors and Proprietors of such copies, during the times therein mentioned, ' and extending the benefits thereof to the arts of designing, engraving, and etching, historical and other Prints."
