Cultural Territorial Systems


Book Description

This book seeks to enhance the cultural dimension of sustainable development and particularly focuses on minor historic centers and their natural and rural landscapes. In a society becoming ever more globalized, without territorial restrictions in the production of goods and able to reproduce in China the goods and product characteristic of South American crafts (to mention just two extremes), the only element that can still be contextualized is heritage identity: the result of close integration between cultural assets, intangible assets and settled communities. Thus, heritage identity is one of the few elements, together with natural resources, which has the potential for economic development that is still firmly rooted in places and local populations. These towns are often the centerpiece of urban landscapes and geographical areas with original features, not always but often as individual places within networks of minor historical centers linked by shared history, traditions and/or natural elements (rivers, forests, river systems or other natural elements). They are outside the major tourist networks, even if now there is a budding interest in the touristic exploitation of these environments. So, they are the right places to pursue a sustainable and local development with a cultural perspective. This book is a product of the VIVA_EASTPART project (Valorisation and Improving of management of Small Historic Centres in the eastern PARTnership region), under the EU-funded “ENPI Eastern Partnership” program. It complements the more practically-focused work that is in production from this group, more focused on empirical approaches to the development of minor historic centers of the nations involved. Though the book has been influenced by this research and working experience, the authors are solely responsible for the content and opinions presented.

A Territorial Approach to the Sustainable Development Goals

In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people's lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.




Tourism, Recreation and Regional Development


Book Description

What factors contribute to tourism and recreation development? How can we characterise stakeholder rationales and organisation modes to enhance tourism resources and foster tourism and recreation services? To what extent do tourism and recreation contribute to regional development? What changes are taking place in terms of new destinations, stakeholders, policy objectives? Bringing together scholars from the fields of planning, economics, sociology, management studies and geography, this book examines cross-cutting issues in tourism and recreation with the aim of developing an extended view of leisure time. Focusing mainly on France with comparison to the experience of Northern and Southern European countries and North America, it combines a diverse range of case studies to address issues such as contrasting rural dynamics, changing public policies, sustainable development imperatives, evolving user behaviour and increasingly diverse recreation activities and stakeholder organisation. The issue, edited by Marina Parente and Carla Sedini, founder of D4T - Design for Territories Research Network of Politecnico di Milano, aims to contribute to this new field of study helping readers understand the design-led phenomenon, which involves the tangible resources of a territory (like monumental and landscape heritage) as well as the intangible ones (like cultural identity and people values). The main topic of this issue is: How could the design develop the local dimension enhancing and revitalizing the territory at the same time? Furthermore, with issue #13 we are opening a series with artists’ images that will match the articles with a visual research connected to the proposed subject. Photographer Carla Sedini, co-editor with Marina Parente of this issue, gave us permission to publish a selection of images about “design that is not there”, “design that may be” and “tacit design” within urban territories around the world. We hope that many creatives will interpret the “Suggestions for Design” launched here. Limits to Decolonization


Book Description

Penelope Anthias’s Limits to Decolonization addresses one of the most important issues in contemporary indigenous politics: struggles for territory. Based on the experience of thirty-six Guaraní communities in the Bolivian Chaco, Anthias reveals how two decades of indigenous mapping and land titling have failed to reverse a historical trajectory of indigenous dispossession in the Bolivian lowlands. Through an ethnographic account of the "limits" the Guaraní have encountered over the course of their territorial claim—from state boundaries to landowner opposition to hydrocarbon development—Anthias raises critical questions about the role of maps and land titles in indigenous struggles for self-determination. Anthias argues that these unresolved territorial claims are shaping the contours of an era of "post-neoliberal" politics in Bolivia. Limits to Decolonization reveals the surprising ways in which indigenous peoples are reframing their territorial projects in the context of this hydrocarbon state and drawing on their experiences of the limits of state recognition. The tensions of Bolivia’s "process of change" are revealed, as Limits to Decolonization rethinks current debates on cultural rights, resource politics, and Latin American leftist states. In sum, Anthias reveals the creative and pragmatic ways in which indigenous peoples contest and work within the limits of postcolonial rule in pursuit of their own visions of territorial autonomy.
