Originally published in 2005. Citizen involvement - and the concept of partnership - in urban governance has long been a major issue in the transformation of local democracy. The move from delegated to participative forms of local government has, in principle, profound consequences for governance at the scale of cities. However, it is clear that partnership and participation are interpreted in many different ways, according to the traditions of government in different countries. This volume brings together the experiences of three countries in which very different approaches to participation are evident: Canada, France and the United Kingdom. By comparing and reflecting on these countries' approaches and the resulting changes in governance, it provides an in-depth analysis of the intentions and effects of involving citizens in policy making. It also highlights innovative new forms of partnership which are emerging within metropolitan areas at a local level.

Private Metropolis


Book Description

Examines the complex ecology of quasi-public and privatized institutions that mobilize and administer many of the political, administrative, and fiscal resources of today’s metropolitan regions In recent decades metropolitan regions in the United States have witnessed the rise of multitudes of “shadow governments” that often supersede or replace functions traditionally associated with municipalities and other local governments inherited from the urban past. Shadow governments take many forms, ranging from billion-dollar special authorities that span entire urban regions, to public–private partnerships and special districts created to accomplish particular tasks, to privatized gated communities, to neighborhood organizations empowered to receive private and public funds. They finance and administer public services ranging from the prosaic (garbage collection and water utilities) to the transformative (economic development and infrastructure). Private Metropolis demonstrates that this complex ecosystem of local governance has compromised and even eclipsed democratic processes by moving important policy decisions out of public sight. The quasi-public institutions of urban governance generally escape the budgetary and statutory restraints imposed on traditional local governments and protect policy decisions from the limitations and vagaries of electoral politics. Moving major policy decisions into a privatized and corporatized realm facilitates efficiency and speed, but at the cost of democratic oversight. Increasingly, the urban electorate is left debating symbolic issues only tangentially connected to the actual distribution of the resources that affect people’s lives. The essays in Private Metropolis grapple with the difficult and timely questions that arise from this new ecology of governance: What are the consequences of the proliferation of special authorities, privatized governments, and public–private arrangements? Is the trade-off between democratic accountability and efficiency worth it? Suburbanization is often blamed for a loss of civic engagement in contemporary America. How justified is this claim? Just what is a suburb? How do social environments shape civic life? Looking beyond popular stereotypes, Democracy in Suburbia answers these questions by examining how suburbs influence citizen participation in community and public affairs. Eric Oliver offers a rich, engaging account of what suburbia means for American democracy and, in doing so, speaks to the heart of widespread debate on the health of our civil society. Applying an innovative, unusually rigorous mode of statistical analysis to a wealth of unique survey and census data, Oliver argues that suburbs, by institutionalizing class and racial differences with municipal boundaries, transform social conflicts between citizens into ones between political institutions. In reducing the incentives for individual political participation, suburbanization has negated the benefits of ''small town'' government and deprived metropolitan areas of valuable civic capacity. The Metropolitan Frontier and American Politics

American civilization has been shaped by four decisive forces: the frontier, migration, sectionalism and federalism. The frontier has offered abundance to those who would/could take advantage of its opportunities, stimulated technological innovation, and been the source of continuous change in social structure and economic organization; migration has been responsible for relocating cultures from the Old world to the New: various sections of geographic territories have adjusted to the overall American culture without losing their individual distinctiveness; and federalism has shaped the United States' political and social organization., The Metropolitan Frontier and American Politics was begun in the late 1950s under the auspices of the University of Illinois Institute of Government and Public Affairs as a study of the eight "lesser" metropolitan areas in Illinois. What started out as a design for "community maps" of each area, with the intent to outline their particular political systems, led to a major study of metropolitan cities of the prairie-the "heartland" area between the Great Lakes and the Continental Divide-with an examination of the processes that have shaped American politics. The New Class War
