Migration and Optimization Under Uncertainty

What economic and political factors determine migration choices? In three papers this dissertation answers this question at the microeconomic, macro-political, and household levels. The first paper reduces the microeconomics of migration to the combination of an optimal stopping time problem over when to migrate, and a type revelation matching problem over where to migrate. Multi-armed bandits provide a solution to these problems under uncertainty, one that admits immobility as a rational response to noisy signals over the value of moving. A migration video game is used to test the model in an incentivized lab experiment in the United States and Ethiopia. Experimental results show that players' sequential decisions in the lab matched the optimal bound achievable by bandit algorithms. Providing extra information as a randomized treatment improved optimization by 20%. These findings suggest that inefficient migration trajectories are the result of limited and noisy signals rather than behavioral idiosyncrasies. The second paper recovers policies enacted by national governments to increase remittance inflows and emigration. Remittances and emigration provide regimes with increased stability by allowing them to reduce expenditures on public goods. Autocratic regimes stand to benefit the most, as increased exit by their population reduces the demand for domestic reform. A structural Bayesian model with dyadic remittance data shows a correlation between regime types and emigration policy, and that there exists significant variation within autocratic regimes with respect to these policies. Party-based autocracies rely on a notion of popular support, and are therefore relatively less likely than other autocratic regimes to implement policies to induce induce remittances and emigration. Autocratic regimes that have minimal ideology or concept of broad support --- personalist and oligarchic regimes --- are the most likely autocracies to engage in these policies. The third paper determines whether a decline in local economic conditions increases or decreases migration. An unexpectedly successful farmer's strike in Sikasso, a region in souther Mali, caused households in one area to miss one growing season and to lose a substantial amount of income for one year. Using time-series cross-sectional household survey data, we show that the drop in income produced by the strike reduced household migration by approximately 32% over six years. This suggests that households in the developing world are more constrained than motivated to migrate by their economic conditions, and that there exists a large set of households that may want to migrate but are unable to do so.

Optimization Under Moment, Robust, and Data-driven Models of Uncertainty


Book Description

We study the problem of moments and present two diverse applications that apply both the hierarchy of moment relaxation and the moment duality theory. We then propose a moment-based uncertainty model for stochastic optimization problems, which addresses the ambiguity of probability distributions of random parameters with a minimax decision rule. We establish the model tractability and are able to construct explicitly the extremal distributions. The quality of minimax solutions is compared with that of solutions obtained from other approaches such as data-driven and robust optimization approach. Our approach shows that minimax solutions hedge against worst-case distributions and usually provide low cost variability. We also extend the moment-based framework for multi-stage stochastic optimization problems, which yields a tractable model for exogenous random parameters and affine decision rules. Finally, we investigate the application of data-driven approach with risk aversion and robust optimization approach to solve staffing and routing problem for large-scale call centers. Computational results with real data of a call center show that a simple robust optimization approach can be more efficient than the data-driven approach with risk aversion.




Economics of Undocumented Migration


Book Description

Undocumented international migration is an increasingly important political, social and economic issue. The articles collected in this volume provide a framework for the study of some key decisions that potential migrants are confronted with when considering a move abroad. This includes the timing of departure, the method of financing the move, the choice between documented and undocumented modes of entry, the optimal duration of the stay abroad, how much to save, etc. The various chapters illustrate how decisions of migrants are shaped not only by immigration policies and enforcement measures of the host country, but also by their own personal characteristics and the economic environment they face at home and abroad. At the macroeconomic level, the focus is on the analysis of the effectiveness of immigration policies in controlling the inflow and the stock of undocumented aliens. Shale gas energy is the most prominent and dominating source of power across the globe. The processes for the extraction of shale gas from shale rocks are very complex. In this study, a multiobjective optimization framework is presented for an overall water management system that includes the allocation of freshwater for hydraulic fracturing and optimal management of the resulting wastewater with different techniques. The generated wastewater from the shale fracking process contains highly toxic chemicals. The optimal control of a massive amount of contaminated water is quite a challenging task.
