Crisis and migration have a long association, in popular and policy discourse as well as in social scientific analysis. Despite the emergence of more nuanced and even celebratory accounts of mobility in recent years, there remains a persistent emphasis on migration being either a symptom or a cause of crisis. Moreover, in the context of a recent series of headline-hitting and politically controversial situations, terms like ‘migration crisis’ and ‘crisis migration’ are acquiring increasing currency among policy-makers and academics. Crisis and Migration provides fresh perspectives on this routine association, critically examining a series of politically controversial situations around the world. This book explores attitudes towards migrants and refugees from North Africa and the Middle East during the so-called migration crisis in 2015-2016 in Poland. Beginning with an examination of Polish government policy and the discursive construction of refugees in the media, politics and popular culture, it argues that they identified refugees with Muslims, who were deemed to pose a threat to the Polish nation. This analysis establishes the Islamophobic public discourse which is shown to be variously reproduced, negotiated and contested in the nuanced study of Polish attitudes which follows. Drawing on original qualitative research and constructivist theory, the book examines differing stances towards refugees in the context of the lay understanding of the Polish nation and its boundaries. In doing so it demonstrates the influence of discourses that draw on an exclusionary concept of national identity and the potential for them to be mobilised against immigrants. This timely, theory-based case study will provide a valuable resource for students and scholars of Central and Eastern European politics, nationalism, race, migration and refugee studies.

Offering an in-depth analysis of the impact of the economic crisis (2008–2012) on immigration movements and policies in the U.S. and Europe, the analysis in this book is guided by two key questions: What is the scope of change?; and did the crisis motivate this change or did other factors do so? The contributions to the book find that the crisis had immediate effects on migration patterns – migrants left crisis-stricken countries, naturalised in non-crisis countries where they had previously settled, or stopped migrating to formerly attractive countries which had been negatively affected by the crisis. Whereas prior to the crisis the majority of migrants were highly-skilled, during the crisis there was a shift to vulnerable groups such as low-skilled workers and women. The book also finds that migration policies have indeed changed in times of crisis. However, these changes are neither exclusively restrictions nor liberalisations, but encompass changes in both directions. Despite the coincidence of many policy changes with the crisis, these changes are not primarily induced by the crisis. Instead, politicians rhetorically used the crisis to promote both liberal and restrictive policy changes which were already in the making before the crisis. This book was originally published as a special issue of the Journal of Ethnic and Migration Studies.

Migration is one of the greatest societal challenges of our time. It has many facets, from mass movements to escape war, climate, or human rights abuses to the search for economic opportunity and prosperity. Illicit industries facilitate border crossings at the expense of safety, and governments face problems of processing and integrating new arrivals. These challenges have had a profound impact in Europe, calling into question central values of solidarity and human rights. This book analyses the law and policy of migration in the European Union (EU) and its relationship to understandings of the EU as an international human rights actor. It examines the role crisis plays in determining the priorities of migration policy and the impact political exigencies have on the rights of migrants. This book problematises the EU Area of Freedom, Security, and Justice as a ‘home.’ Taking a governmentality approach to critique discourse, the idea of a holistic approach is deconstructed to explore notions of wellness, resilience, responsibilisation and externalisaton. The EU’s pursuit of a holistic approach to managing migration in crisis indicates problems with EU solidarity, and the tactics employed to bring the crisis under control reveal security concerns that provoke questions about the EU as an international human rights actor. Both this framework for analysis and the empirical findings make a significant contribution to how the migration crisis can be theorised using adaptable conceptual tools. Under this form of governance, migration becomes a phenomenon to be treated so that its symptoms are ameliorated.
