Caldwell, Governor of Florida, as chairman of the Trustees of' the Internal Improvement Fund, and pur suant to custom in his absence the next member of the Trustees, according to the order in which their names appear as designated in the Act creating the Internal Improvement Fund, shall preside as chairman.
