Measurement Sources for Freight Performance Measures and Indicators

Book Description

Development of freight performance measures and indicators is intended to assist the Office of Freight and Commercial Vehicle Operations (OFCVO) of Minnesota Department of Transportation (Mn/DOT) in responding to key stakeholders in the public and private sectors regarding the performance of Minnesota's freight transportation system and in assisting Mn/DOT's long-range planning efforts such as the update of Mn/DOT's Statewide Transportation Plan and its Statewide Freight Plan. Freight measurement sources (data and information sources) were compiled, analyzed, organized, and classified for all modes of transportation and different performance measure and indicator categories. The classification of measurement sources was done for performance measure and indicator categories pertaining to network and infrastructure, safety or damage, access, capacity, travel time, reliability, market share, mode share, modal costs, freight productivity, freight security, shipping rates, pricing, agency cost, carrier cost, shipper cost, externalities and community cost, transportation indices, and external factors related to or affecting freight movements within, through, out of, and into Minnesota. Assessment of key performance measures and indicators, and related measurement sources was carried out. Barriers, best available measurement sources, good existing practices, and recommended improvements pertaining to measurement sources for freight performance measures and indicators for Minnesota were identified.

Performance Measurement in State Departments of Transportation

Book Description

This synthesis will be of interest to state transportation agency administrators, division and functional area managers, program managers, financial and human resources personnel, and others, including state legislators, who are concerned with implementing innovative programs in state departments of transportation (DOTs). It presents information on the degree to which state DOTs have developed and implemented performance measures in all transport modes for which they are responsible. With the advent of the Intermodal Surface Transportation Efficiency Act (ISTEA), as well as pressure from state governments for greater accountability of state funds, DOTs are increasingly endeavoring to develop performance measures to improve their productivity, and to respond to outside demands from state government and the public. This report of the Transportation Research Board describes how performance measures have evolved in state DOTs, the types of initiatives that have been developed, and the effectiveness of such measures in assessing performance and improving productivity, as perceived by the DOTs.

Measuring Transportation Network Performance

Book Description

This guidebook provides methods for integrating performance measures from individual transportation modes and multiple jurisdictions and for developing new measures, if needed, to monitor transportation network performance. These network performance measures can be used to improve system management, planning, and investment decisions and can be applied to various scenarios. The guidebook should be of immediate use to practitioners in state, regional, or local governments; specially designated authorities; or those in the private sector who are responsible for measuring, operating, and investing in the performance of multimodal and/or multijurisdictional transportation networks.
