Current models of groundwater governance focus principally on the allocation of water, rather than taking a holistic approach incorporating valuable storage space in the aquifer, as well as the transformative changes in managed recharge of manufactured water, storm water, and carbon. Effective implementation of a more modern approach now calls for rethink of both scale and jurisdictional boundaries. This involves linking public and private aspects of water quantity, water quality, geothermal regulation, property rights, subsurface storage rights, water marketing, water banking, legal jurisdictions, and other components into a single governance document.
