The context of REDD+ in Tanzania: Drivers, agents and institutions


Book Description

This country profile for Tanzania provides an overview on the socioeconomic and political context within which REDD+ policies and processes emerge. It explores the Tanzanian REDD+ policy processes and strategies at the national level, identifying barriers, limits and opportunities in national REDD+ arenas to inform future REDD+ design by providing research-based options for achieving efficient, effective and equitable REDD+ (i.e. the 3Es of REDD+). Both direct and indirect drivers of deforestation and forest degradation are at work, including forest conversion to small-scale agriculture, timber extraction driven by demand from national and international markets, fuelwood and charcoal, and population growth. The prospects for REDD+ rest on improving a number of issues: tenure arrangements, forest governance, reliability of long-term funding, benefit-sharing mechanisms, and technical, human and financial capacity. We recommend the continuation of support towards decentralized sustainable forest management and utilization of the participatory forest management model as an entry point for REDD+ initiatives. Participatory land-use planning practices coupled with improved spatial planning and strengthening mechanisms against illegal activities entrenched in driving forest degradation are needed. In addition, for REDD+ to succeed it will need to challenge and overcome the powerful actors invested in and driving the business-as-usual model.




Strengthening National Forest Monitoring Systems for REDD+

The Food and Agriculture Organization of the United Nations (FAO) has been providing support to member countries on national forest monitoring for decades. Best practices and lessons learned from this support are summarized in FAO´s Voluntary guidelines on national forest monitoring (VGNFM). The guidelines provide principles, elements and best practices for the establishment and implementation of a multipurpose National Forest Monitoring System (NFMS). The aim of this paper is to strengthen the elements and guidelines provided in the VGNFM in the context of Reducing Emissions from Deforestation and Forest Degradation (REDD+). It also includes a deeper analysis of the United Nations Framework Convention on Climate Change decisions and the most recent methodological recommendations provided by the Intergovernmental Panel on Climate Change, focusing on the three pillars of an NFMS for REDD+: a Satellite Land Monitoring System, a National Forest Inventory, and REDD+ reporting, including the combination of remote-sensing and ground-based forest inventory to estimate anthropogenic forest related Greenhouse Gas emissions by sources and removals by sinks.




Global Forest Monitoring from Earth Observation

Forests provide a large range of beneficial services, including tangible ones such as timber and recreation, and intangible services such as climate regulation, biodiversity, and watershed protection. On the other hand, forests can also be considered roadblocks to progress that occupy space more productively used for agriculture, making consideration of their regulating services crucial for balancing land use and forest loss. Monitoring forest cover and loss is critical for obtaining the data necessary to help define what is needed to maintain the varying forest service requirements in different parts of the world. There is an increasing need for timely and accurate forest change information, and consequently a greater interest in monitoring those changes. Global Forest Monitoring from Earth Observation covers the very recent developments undertaken for monitoring forest areas from global to national levels using Earth observation satellite data. An Assessment of the current state and impact of the REDD+ project on the livelihood of local people in the Rungwe District of Tanzania

This study was conducted to establish this impact on livelihoods of local people in Rungwe District, Tanzania. Data were collected through questionnaires, group discussions, and interviews from three villages: Syukula, Ilolo and Kibisi. Results showed that households’ annual income and crop production are higher after REDD+ implementation. The older respondents (>40 years old) considered REDD+ to be important for forest management compared to younger generation (




The context of REDD+ in Mozambique: Drivers, agents and institutions


Book Description

This publication offers an overview of REDD+ strategy in Mozambique through a synthesis of the current knowledge about the causes of forest carbon changes, a review of the legal and institutional context, and a description of the current political process of REDD+. The objective of the study is to collate data and relevant information, and to offer a preliminary analysis of the fundamental aspects that can help promote efficiency, efficacy, and equity in REDD+ policy. Specifically, this study concludes that some of the major problems for REDD+ in Mozambique are the lack of data about deforestation and forest degradation, institutional weakness (regarding monitoring and propriety rights), and gaps in human and technical capacity to fulfil demands associated with REDD+. Therefore, efficient results will depend on the degree to which REDD+ policies are oriented toward real mitigation of the sources of forest carbon changes. In Mozambique, REDD+ policy tends to originate outside the timber sector. The cost-effectiveness of the results will depend on identifying and addressing the fundamental causes of forest carbon changes through more viable REDD+ policy options; government capacity to respond to REDD+ demands, especially at the sub-national level; the capacity of civil society and other institutions; and the strength of the institutional framework. The degree of success of equitable outcomes and the generation of co-benefits will depend on the inclusion and appropriateness of the processes at the national level; if those who support REDD+ costs are also being compensated; and on the general definition of carbon rights and environmental services.




The ReCaREDD Project

A workshop was held at RCMRD, the Regional Centre for Mapping of Resources for Development, Nairobi 19th -23rd October 2015 under the aegis of the ReCaREDD project, which is funded by DG DEVCO. Both RCMRD and their partner ICPAC have a long standing collaborations with the JRC are the main actors in the East Africa MESA project. The workshop brought together a group of experts from partner countries of the East Africa to take part in a capacity building and information sharing workshop dedicated to reducing barriers for forest degradation monitoring in the tropics. The participants, from 11 countries: Burundi, Djibouti, Eretria, Ethiopia, Kenya (the host country), Rwanda, Somalia, Sudan, South Sudan, Uganda and Tanzania; held discussions on methods, and reviewed data sources and tools for detecting and quantifying forest degradation using satellite data. The JRC procured high resolution satellite data for test sites in each of the respective partner countries, which were processed and examined using the JRC in-house open source software (IMPACT). During the workshop, partner countries provided information on the spatial localization, driving forces and magnitude of degradation processes in their respective countries. These data were entered into a GIS using the JRC IMPACT tool. Using the JRC methodology the participants validated land cover change maps over the region so as to provide a statistical estimate of landcover change at four epochs - 1990, 2000, 2010 and 2015.
