From Executive summary: This report focuses on the government's efforts to enforce federal civil rights laws prohibiting religious discrimination in the administration and management of federal and state prisons. Prisoners in federal and state institutions retain certain religious exercise rights under the Constitution and statutes including the Religious Land Use and Institutionalized Persons Act (RLUPIPA), the Religious Freedom Restoration Act (RFRA), and the Civil rights of Institutionalized Persons Act (CRIPA). Many states have similar provisions in their state constitutions and in state law modeled on RFRA. These rights must be balanced with the legitimate concerns of prisons officials, including cost, staffing, and most importantly, prison safety and security. Reconciling these rights and concerns can be a significant challenge for penal institutions, as well as courts.

Updated as of May 29, 2018 This rule identifies communities, where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP), that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date. This book contains: - The complete text of the Suspension of Community Eligibility (US Federal Emergency Management Agency Regulation) (FEMA) (2018 Edition) - A table of contents with the page number of each section

Many marine mammals communicate by emitting sounds that pass through water. Such sounds can be received across great distances and can influence the behavior of these undersea creatures. In the past few decades, the oceans have become increasingly noisy, as underwater sounds from propellers, sonars, and other human activities make it difficult for marine mammals to communicate. This book discusses, among many other topics, just how well marine mammals hear, how noisy the oceans have become, and what effects these new sounds have on marine mammals. The baseline of ambient noise, the sounds produced by machines and mammals, the sensitivity of marine mammal hearing, and the reactions of marine mammals are also examined. An essential addition to any marine biologist's library, Marine Mammals and Noise will be especially appealing to marine mammalogists, researchers, policy makers and regulators, and marine biologists and oceanographers using sound in their research.
