Immigration and Self-government of Minority Nations

During the last two decades, the debate on multiculturalism has been one-dimensional. It has deployed arguments related to cultural demands linked either to feminism, immigration, or national minorities. Little attention has been given to the relations between these dimensions, and how they affect each other. The purpose of this book is to set a research agenda around the interaction between cultural demands of immigrants and minority nations. The primary aim is to establish basic normative arguments while advancing an institutional analysis in three contexts: Quebec, Flanders and Catalonia. Each part contains two chapters that address the topic in terms of how immigration is seen from a self-government perspective, or how self-government is interpreted from an immigration perspective. The different chapters raise questions related to how this interaction challenges the idea of a culturally homogeneous nation-state, and also pushes us to other conceptualisations of «political community» and de-nationalised forms of citizenship. Current debates on diversity have failed to address these issues in societies where a dual belonging exists.

This volume of essays, situated at the interface between legal doctrine and legal and political philosophy, discusses the conceptual and normative issues posed by the right to inclusion and exclusion the EU claims for itself when enacting and enforcing immigration and asylum policy under the Area of Freedom, Security and Justice. In particular, the essays probe how this alleged right acquires institutional form; how the enactment and enforcement of the EU's external borders render possible and undermine the claim to such a right; and how the fundamental distinctions that underpin this alleged right, such as inside/outside and citizen/alien, are being disrupted and reconfigured in ways that might render the EU's civic and territorial boundaries more porous. The volume is divided into three parts. A first set of essays delves into the empirical aspects that define the institutional context of the EU's alleged jus includendi et excludendi. A second set of essays is theoretical in character, and critically scrutinizes the basic distinctions that govern this alleged right. Toward a Multicultural Configuration of Spain


Book Description

This collection of essays explores cultural phenomena that are shaping global identities in contemporary Spain. This volume is comprised of twenty essays that examine literary, documentary, and film representations of the multicultural configurations of Spain. All of the essays treat multiculturalism in Spain, focusing on reconfigured Spanish cities and neighborhoods through Latin American, African, and/or Eastern European migrations and cultures. Principal themes of the volume include urban space and access to resources, responses to the economic crisis, emerging family portraits, public versus private spaces, the local and the global, marginalities, migrations, and public expression of human and civil rights. This project examines the intercultural exchange that takes place in recent productions against an imaginary homogeneous Spanish national identity. These films, documentaries, and narratives seek to unsettle the Spanish preconceptions of the “Other(s).” Therefore, these texts construct a hybrid concept of the nation in which perceived national identities can be altered by interactions with other cultures from a broader world. The originality of the work lies in its focus on contemporary Spanish literature, documentaries, and fictional film to foment exploration of how Spanish cities, big and small, are experiencing transformation in architecture, popular customs and festivals, economics, family dynamics, and social and political agency through the arrival of new residents from across the globe. Some of the essays question the very legitimacy of the term ‘multiculturalism,’ others examine the formation of new communities, and still others explore the changes in religious representations and the environmental effects of the tourist industry.
