This National Infrastructure Plan sets out the strategy for meeting the infrastructure needs of the UK economy. There are three elements to this strategy. First, the Government will plan for the medium term and across sectors. The Plan brings together a comprehensive cross-sectoral analysis of the UK's infrastructure networks and sets out a clear pipeline of over 500 infrastructure projects. Delivering these projects will ensure that the overall performance of the UK's infrastructure is maintained and improved over time. Second, to mobilise the finance required to deliver these projects, the Plan sets out a new approach to coordinating public and private investment in UK infrastructure. Funded through further reductions in current spending, additional investment in infrastructure is being announced. The Government will act to facilitate the private investment that will finance the majority of the UK's infrastructure. This includes bringing in new investors into UK infrastructure; introducing new sources of revenue such as tolling; allowing local authorities more flexibility in the way they use local receipts to fund major infrastructure in specific circumstances; and being willing to consider guarantees against specific risks that the market cannot bear. Third, the Government will take an active role in ensuring the infrastructure in the Plan is delivered efficiently and on time, with priority given to those projects most critical for economic growth. The Government is also reforming the planning and consenting systems to tackle these sources of cost and delay in infrastructure delivery.

For over a century, field stations have been important entryways for scientists to study and make important discoveries about the natural world. They are centers of research, conservation, education, and public outreach, often embedded in natural environments that range from remote to densely populated urban locations. Because they lack traditional university departmental boundaries, researchers at field stations have the opportunity to converge their science disciplines in ways that can change careers and entire fields of inquiry. Field stations provide physical space for immersive research, hands-on learning, and new collaborations that are otherwise hard to achieve in the everyday bustle of research and teaching lives on campus. But the separation from university campuses that allows creativity to flourish also creates challenges. Sometimes, field stations are viewed as remote outposts and are overlooked because they tend to be away from population centers and their home institutions. This view is exacerbated by the lack of empirical evidence that can be used to demonstrate their value to science and society. Enhancing the Value and Sustainability of Field Stations and Marine Laboratories in the 21st Century summarizes field stations' value to science, education, and outreach and evaluates their contributions to research, innovation, and education. This report suggests strategies to meet future research, education, outreach, infrastructure, funding, and logistical needs of field stations. Today's technologies - such as streaming data, remote sensing, robot-driven monitoring, automated DNA sequencing, and nanoparticle environmental sensors - provide means for field stations to retain their special connection to nature and still interact with the rest of the world in ways that can fuel breakthroughs in the environmental, physical, natural, and social sciences. The intellectual and natural capital of today's field stations present a solid platform, but many need enhancements of infrastructure and dynamic leadership if they are to meet the challenges of the complex problems facing the world. Natural disasters are having an increasing effect on the lives of people in the United States and throughout the world. Every decade, property damage caused by natural disasters and hazards doubles or triples in the United States. Planning Economic Infrastructure


Book Description

Large-scale infrastructure projects, in sectors such as energy, rail, roads, water, waste, flood defences and digital communications, pose significant challenges. With limited funds available, the government is looking to private companies to wholly own and finance around 64 per cent of the £310 billion expected cost by 2015, with the burden of funding likely to shift towards the public as consumers rather than taxpayers. The first of the risks to achieving value for money is that forecasters might get wrong the need for infrastructure in the long term. Secondly, uncertainty over government policy might lead to deferment or abandonment of projects in the UK for opportunities elsewhere. Thirdly, there is the possibility of a failure to take into account the cumulative impact on consumers. Increasing the burden on consumers may increase the risk of financial hardship, or the need for unplanned taxpayer support. The full impact of spending on economic infrastructure in the years ahead is unclear. While there is information on individual sectors, no overall assessment has been undertaken by government. Taxpayers may be exposed to substantial losses as a result of government guarantees to bear some project risks should they materialize. The NAO has made a series of recommendations to help ensure value for money is achieved. It calls for the Treasury to work with departments and regulators to provide greater clarity for consumers regarding the financial impact of planned infrastructure investment. Where there are limits on affordability and availability of finance, the NAO notes that the Treasury and departments may need to refine their prioritization of infrastructure programmes and projects.

Budget 2013

Budget 2013 announces further detail on the Government's deficit reduction plans, new steps to ensure monetary policy continues to support the economy (including a new remit for the Monetary Policy Committee), and further measures to ease the long-term pressure on the public finances. Central government departmental expenditure limits will be reduced by £1.1 billion in 2013-14 and £1.2 billion in 2014-15, with the funds used to support housing. Schools and health budgets remain unchanged. Public sector pay awards will be limited to an average of 1 per cent. Budget 2013 is fiscally neutral. Action to promote growth includes: a reduction in corporation tax by 1 per cent in April 2015; from April 2014 giving businesses and charities an entitlement to a £2000 employment allowance per year towards their employer National Insurance contributions, designed particularly to help small businesses; capital spending increase by £3 billion a year; providing £1.6 funding to support strategies in 11 key sectors; creation of a Single Local Growth Fund; introduce a new housing scheme, Help to Buy comprising an extension of the First Buy scheme and mortgage guarantee for lenders who offer mortgages to people with a deposit of between 5 and 20 per cent on homes with a value up to £600,000; reducing the qualifying period for Right to Buy; doubling the existing affordable homes guarantee programme, to support a further 15,000 affordable homes in England by 2015. Other measures include: first £10,000 of income to be tax free in 2014-15; cancellation of planned fuel duty increases; a new tax-free Childcare Scheme and increased child support in Universal Credit; implement the £72,000 cap on reasonable social care costs; reduce beer duty by 2 per cent; crackdown on tax avoidance, with the Isle of Man, Guernsey and Jersey entering into tax information exchange agreements.
