Social Network Analysis (SNA) is the identification of the relationships and attributes of members, key actors, and groups that social networks comprise. The National Research Council, at the request of the Department of Homeland Security, held a two-day workshop on the use of SNA for the purpose of building community disaster resilience. The workshop, summarized in this volume, was designed to provide guidance to the DHS on a potential research agenda that would increase the effectiveness of SNA for improving community disaster resilience. The workshop explored the state of the art in SNA and its applications in the identification, construction, and strengthening of networks within U.S. communities. Workshop participants discussed current work in SNA focused on characterizing networks; the theories, principles and research applicable to the design or strengthening of networks; the gaps in knowledge that prevent the application of SNA to the construction of networks; and research areas that could fill those gaps. Elements of a research agenda to support the design, development, and implementation of social networks for the specific purpose of strengthening community resilience against natural and human-made disasters were discussed.

Building Evaluation

This book is about building evaluation in the broadest sense and it transcends the meaning and conventional boundaries of the evolving field of "post-occupancy evalu ation" by focusing on evaluation throughout the building delivery process. This process is seen not just as being linear with a product in mind, i. e. , the completed and occupied building, but rather, it is seen as a cyclic evolution which has as its goal the continuous improvement of the quality of buildings. This goal can only be accomplished if evaluation occurs throughout the building delivery process, and if: 1. the evaluation that does occur is systematic and rigorous, 2. the data that is obtained can be fed into data bases and clearinghouses for use in future generations of buildings, and; 3. there is continuity in information flow. The idea for this book originated with a symposium that was part of a conference held at the Technical University in Delft, Netherlands, in July of 1988, i. e. , lAPS 10, the tenth biannual conference of the "International Association for the Study of People and their Physical Surroundings. " Authors presented papers based on their book chapters, and discussions ensued about the expanded boundaries of the field, about theoretical, methodological, and practical issues, as well as applications in building evaluation. Other relevant topics were identified and several additional authors were invited to participate in order to round out the contents of this book.




Earthquake Preparedness and Disaster Relief in Nepal

Nepal is in one of the most active earthquake regions in the world. Nepal's current non-earthquake-resistant infrastructure, lack of sufficient modern communication networks, and limited facilities and manpower in the medical sector are the major threats to life and property during a major earthquake. On March 31, 2010, under the auspices of three leading Nepali diaspora professional organizations in the United States of America--American Society of Nepalese Engineers (ASNEngr), America Nepal Medical Foundation (ANMF), and Computer Association of Nepal-USA (CAN-USA)--a joint initiative on Earthquake Preparedness and Disaster Relief in Nepal, of which this position/concept paper is a product, was launched to help understand the current status of earthquake preparedness in Nepal. This position paper describes the challenges that Nepal will face if and when another large-magnitude earthquake strikes like the devastating January 16, 1934 Nepal-Bihar earthquake. The paper also provides a list of recommendations to be considered to minimize the loss of life and property, especially in the densely populated Kathmandu valley. The document is peer-reviewed by a group of individuals having expertise in the related areas.

Book Description

The United States will certainly be subject to damaging earthquakes in the future. Some of these earthquakes will occur in highly populated and vulnerable areas. Coping with moderate earthquakes is not a reliable indicator of preparedness for a major earthquake in a populated area. The recent, disastrous, magnitude-9 earthquake that struck northern Japan demonstrates the threat that earthquakes pose. Moreover, the cascading nature of impacts-the earthquake causing a tsunami, cutting electrical power supplies, and stopping the pumps needed to cool nuclear reactors-demonstrates the potential complexity of an earthquake disaster. Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years. National Earthquake Resilience interprets resilience broadly to incorporate engineering/science (physical), social/economic (behavioral), and institutional (governing) dimensions. Resilience encompasses both pre-disaster preparedness activities and post-disaster response. In combination, these will enhance the robustness of communities in all earthquake-vulnerable regions of our nation so that they can function adequately following damaging earthquakes. While National Earthquake Resilience is written primarily for the NEHRP, it also speaks to a broader audience of policy makers, earth scientists, and emergency managers.
