Let me apologize for a couple of things, I guess, this morning. First, I can hardly see you out there. You almost need binoculars. I feel like a member of the Politburo or something up here, from days gone by, looking out over the audience. But I apologize for the late start we've had a series of votes this morning in the Senate - and also for some of the construction going on out here. But let me thank all of you for being with us this morning to participate in this hearing on new directions in child support: child support assurance. We have some excellent witnesses who have had some very strong experiences in this area, strong interest and feelings about the subject matter, not the least of which is the distinguished lieutenant governor of the State of Virginia. We re deeply honored that Lieutenant Governor Beyer is here with us this morning to share with us his thoughts. At any rate, let me begin with just a short statement, if I could. Id like to welcome everyone to the subcommittee. Much of our attention in Congress in recent days has been focused on promoting the economic security of our Nation through the Presidents deficit reduction plan, which I am confident we will have on the Presidents desk by weeks end. We know that, for our Nation to remain strong, we must control our growing deficit and put our economy on track. Today, we re going to focus on the economic security and stability of children, whose day-to-day existence becomes quite precarious when such security is lacking. For many children whose parents live apart, economic uncertainty looms when one parent does not live up to his or her financial responsibility to contribute to the child's well-being.
