Subsequent economic development gave rise to new social groups and localist power centres that remained politically disparate, and in turn forged an outsiders' coalition to bring down the Republic.




The Politics of Presidential Term Limits

Presidential term limits restrict the maximum length of time that presidents can serve in office. They stipulate the length of term the presidents can serve between elections and the number of terms that presidents are permitted to serve. While comparative scholarship has long studied important institutions such presidentialism vs. parliamentarism and the effects of different electoral systems, we lack a comprehensive understanding of the role and effects of presidential term limits. Yet presidential term limits and term lengths are one of the most fundamental institutions of democracy. By ensuring compulsory rotation in office, they are at the heart of a democratic dilemma. What is the appropriate trade-off between allowing the unrestricted selection of candidates at presidential elections vs. restricting selection procedures to prevent the possibility of dictatorial takeover by presidents who are unwilling to step down? In the context of a long and on-going history of changes to presidential term limits and the many and varied ways in which term limits have been both applied and avoided, this book explains the factors behind the introduction, stability, abolition, and avoidance of presidential term limits, as well as the consequences of changes to presidential term limits, and it does so in the context of non-democracies, third-wave countries, and consolidated democracies. It includes comparative, theoretical, and practitioner-oriented chapters, as well as detailed country case studies of presidential term limits across the world and over time.




Armies Without Nations


Book Description

Public violence, a persistent feature of Latin American life since the collapse of Iberian rule in the 1820s, has been especially prominent in Central America. Robert H. Holden shows how public violence shaped the states that have governed Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. Linking public violence and patrimonial political cultures, he shows how the early states improvised their authority by bargaining with armed bands or montoneras. Improvisation continued into the twentieth century as the bands were gradually superseded by semi-autonomous national armies, and as new agents of public violence emerged in the form of armed insurgencies and death squads. World War II, Holden argues, set into motion the globalization of public violence. Its most dramatic manifestation in Central America was the surge in U.S. military and police collaboration with the governments of the region, beginning with the Lend-Lease program of the 1940s and continuing through the Cold War. Although the scope of public violence had already been established by the people of the Central American countries, globalization intensified the violence and inhibited attempts to shrink its scope. Drawing on archival research in all five countries as well as in the United States, Holden elaborates the connections among the national, regional, and international dimensions of public violence. Armies Without Nations crosses the borders of Central American, Latin American, and North American history, providing a model for the study of global history and politics. Blacks and Blackness in Central America

Many of the earliest Africans to arrive in the Americas came to Central America with Spanish colonists in the sixteenth and seventeenth centuries, and people of African descent constituted the majority of nonindigenous populations in the region long thereafter. Yet in the development of national identities and historical consciousness, Central American nations have often countenanced widespread practices of social, political, and regional exclusion of blacks. The postcolonial development of mestizo or mixed-race ideologies of national identity have systematically downplayed African ancestry and social and political involvement in favor of Spanish and Indian heritage and contributions. In addition, a powerful sense of place and belonging has led many peoples of African descent in Central America to identify themselves as something other than African American, reinforcing the tendency of local and foreign scholars to see Central America as peripheral to the African diaspora in the Americas. The essays in this collection begin to recover the forgotten and downplayed histories of blacks in Central America, demonstrating the centrality of African Americans to the region’s history from the earliest colonial times to the present. They reveal how modern nationalist attempts to define mixed-race majorities as “Indo-Hispanic,” or as anything but African American, clash with the historical record of the first region of the Americas in which African Americans not only gained the right to vote but repeatedly held high office, including the presidency, following independence from Spain in 1821. Empire by Invitation

Michel Gobat traces the untold story of the rise and fall of the first U.S. overseas empire to William Walker, a believer in the nation’s manifest destiny to spread its blessings not only westward but abroad as well. In the 1850s Walker and a small group of U.S. expansionists migrated to Nicaragua determined to forge a tropical “empire of liberty.” His quest to free Central American masses from allegedly despotic elites initially enjoyed strong local support from liberal Nicaraguans who hoped U.S.-style democracy and progress would spread across the land. As Walker’s group of “filibusters” proceeded to help Nicaraguans battle the ruling conservatives, their seizure of power electrified the U.S. public and attracted some 12,000 colonists, including moral reformers. But what began with promises of liberation devolved into a reign of terror. After two years, Walker was driven out. Nicaraguans’ initial embrace of Walker complicates assumptions about U.S. imperialism. Empire by Invitation refuses to place Walker among American slaveholders who sought to extend human bondage southward. Instead, Walker and his followers, most of whom were Northerners, must be understood as liberals and democracy promoters. Their ambition was to establish a democratic state by force. Much like their successors in liberal-internationalist and neoconservative foreign policy circles a century later in Washington, D.C., Walker and his fellow imperialists inspired a global anti-U.S. backlash. Fear of a “northern colossus” precipitated a hemispheric alliance against the United States and gave birth to the idea of Latin America.

After Nicaragua achieved independence from Spain in 1821, it suffered a series of conflicts culminating in the two-year National War. When that war ended in 1857, Nicaragua was in ruins. The Everyday Nation-State explores what followed: the intersection of nation-state formation and everyday life in nineteenth-century Nicaragua. Rather than focus on the invented traditions of anthems, marches, and memorials that convey and reproduce an established sense of national identity and belonging, this work analyzes how such feelings emerged in the struggles of local communities over political authority, identity, and legitimacy. Based on extensive research of court cases, land registries, census materials, correspondence, government publications, and newspapers, The Everyday Nation-State connects the local with the national, prizing the narratives of commoners, while placing them in the larger regional and historical context, and challenging the way we approach the study of the nation-state. Justin Wolfe s exploration of quotidian social life and politics in nineteenth-century Nicaragua reveals how the diversities of economy, ethnicity, and geography engendered multiple experiences of nation.
