The Dept. of Energy (DoE) manages more than 56 million gallons of radioactive and hazardous waste stored in 177 underground tanks at its Hanford Site in Wash. State. Many of these aging tanks have already leaked waste into the soil. Meanwhile, DoE¿s planned process for emptying the tanks and treating the waste has experienced delays, lengthening the time the tanks will store waste and intensifying concerns about the tanks¿ viability during a long cleanup process. This report addresses: (1) the condition, contents, and long-term viability of Hanford¿s underground tanks; (2) DoE¿s strategy for managing the tanks; and (3) the extent to which DoE has weighed the risks and benefits of its tank mgmt. strategy against the growing costs of that strategy. Final Review of the Study on Supplemental Treatment Approaches of Low-Activity Waste at the Hanford Nuclear Reservation

The U.S. Department of Energy's Office of Environmental Management is responsible for managing and cleaning up the waste and contamination at the Hanford Nuclear Reservation, the nation's biggest and most complex nuclear cleanup challenge. At the site, 177 underground tanks collectively contain about 211 million liters of waste that includes high-activity and low-activity materials. At the request of Congress, Final Review of the Study on Supplemental Treatment Approaches of Low-Activity Waste at the Hanford Nuclear Reservation: Review #4 focuses on approaches for treatment and disposal of the supplemental portion of the low-activity waste from the tanks. This review report discusses developments since the publication of Review #3 and provides a summary of public comments on the third committee review report. The authoring committee then shares their views on these comments and whether they change any of the findings or recommendations in the third review report.

The Dept. of Energy (DoE) manages over 100 construction projects with estimated costs over $90 billion and 97 nuclear waste cleanup projects with estimated costs over $230 billion. DoE has about 14,000 employees to oversee the work of more than 93,000 contractor employees. This testimony discusses: (1) recent work on contract and project mgmt. within two of DoE's largest program offices -- the Nat. Nuclear Security Admin. (NNSA) and the Office of Environmental Mgmt. (EM); (2) preliminary results of ongoing work on project mgmt. at NNSA's Mixed Oxide Fuel Fabrication Facility project at the Savannah River Site in South Carolina; and (3) actions needed by NNSA and EM to improve contract and project mgmt. Reports on high-risk areas bring focus to areas needing attention due to their greater vulnerabilities to fraud, waste, abuse, and mismanagement. The Department of Energy (DOE) is demonstrating a technology called bulk vitrification, in parallel with the Hanford waste treatment plant, to treat a portion of the radioactive waste stored in 177 tanks at its Hanford site in southeastern Washington state. DOE faces technical and management problems that have affected the original objectives to justify demonstrating the bulk vitrification technology. This report discusses the extent to which DOE (1) has managed the bulk vitrification demonstration project consistent with DOE management guidance and (2) continues to need a supplemental technology, such as bulk vitrification, to treat a portion of the low-activity tank waste. To assess DOE's management of the project, GAO reviewed reports by DOE and others and discussed the project with DOE and contractor officials.
