The eternal truth of all existence is that LA ILAHA ILLAALLAH: "there is nothing worthy of being worshipped except God," meaning that there is no so-called "god", deity, or entity worthy of worship and absolute obedience except for the One Creator. This is the testimony of faith of a Muslim that involves the following requirements: 1. God alone deserves to be worshiped and obeyed in an absolute sense. None has the right to be worshiped along with or besides Him. All statements, acts and hidden intentions must agree with what the Almighty has designated. All actions of man must be performed for the Pleasure of the Almighty. 2. A Muslim is required to believe in the Names and Attributes that God has given Himself, or those attributed to Him through revelation by His Prophet and Messenger ����. No one may attribute any name or quality to God by speculation that neither God nor His Prophet and Messenger have attributed to Him. He must not offer any undue explanation, similitude thereof, or express an opinion concerning these Names and Attributes of God. God the Exalted says in the "There is nothing like unto Him, and He is the All-Hearer, the All-Seer." [42:11] 3. Man must submit himself to God, in faith with total and sincere belief, declaring with his tongue, accepting with his heart and showing with his actions the truth of the statement that "So know, [O Muhammad], that there is no deity except Allah and ask forgiveness for your sin and for the believing men and believing women. And Allah knows of your movement and your resting place." [47:19] 4. Human beings are obligated to give full and total submission to the Will of God. This is based on the instruction is not for a believing man or a believing woman, when Allah and His Messenger have decided a matter, that they should [thereafter] have any choice about their affair. And whoever disobeys Allah and His Messenger has certainly strayed into clear error." [33:36]

This research - undertaken from a comparative perspective with a view to identifying any patterns followed by Islamic countries in making declarations and reservations to the main international human rights treaties - measures and analyzes to what extent Sharia affects the ratification and implementation of human rights norms by Muslim States. An analysis of the various roles of Sharia reveals different approaches in the use of Islamic considerations by Muslim States. At an international level, Sharia has always been used upon the ratification of international human rights treaties to limit the scope of the State's engagement. Internally, however, some recent examples of legislative amendments and judicial activities demonstrate that Sharia is and can be used to achieve a better translation of human rights norms into domestic practice.

This booklet, which appeared in Urdu under the title Musalmanon per Qur'an-e-Majeed Kay Huqooq, is based on two addresses delivered by Dr. Israr Ahmad to the Congregations in Jami'ah Khazra, Samanabad (Lahore) on two consecutive Fridays in January 1968, at a time when the Muslims of Pakistan were celebrating the 1400th anniversary of the commencement of the Revelation of the Holy Qur'an to Prophet Muhammad (saw). During the following month, speeches on similar topics were delivered by Dr. Israr Ahmad at the Ajmal Bagh College, Sadiqabad, Ta'meer-e-Millat High School, Sukkur, and Government College, Jhang. The text of these addresses and speeches was edited and published in the monthly Meesaq in its May and June issues of the same year. In November 1969, it appeared in the form of a booklet under the title mentioned above, and in July 1972 its second edition of ten thousand copies was published by the Markazi Anjuman Khuddam-ul-Qur'an, Lahore.Musalmanon per Qur'an-e-Majeed Kay Huqooq is an impassioned call to the Muslims "to return to the Qur'an," to rededicate themselves to its study, and make it the sole guide for their livesABOUT THE AUTHORDr. Israr Ahmed, the founder of "Markazi Anjuman Khuddam-ul-Quran Lahore" Pakistan, completed his M.B.B.S. from King Edward Medical College in 1954. From 1952-53 he was Nazim-l-Ala of Islamic jamiat-l-Tulaba; and in 1954 he joined jamat-i-Islami. He, however, dissociated from it in 1957. During a brief stay at Karachi, he completed his M.A. in Islamic studies in 1965 from Karachi University. In 1972 he founded Markazi Anjuman Khuddam-ul-Quran and in 1975 Tanzeemi-lslami for establishing the 'Deen' through a truely revolutionary process. The Anjuman brings out two monthly magazines "Meesaque" and "Hikmat-iQuran".
