Ocean science connects a global community of scientists in many disciplines - physics, chemistry, biology, geology and geophysics. New observational and computational technologies are transforming the ability of scientists to study the global ocean with a more integrated and dynamic approach. This enhanced understanding of the ocean is becoming ever more important in an economically and geopolitically connected world, and contributes vital information to policy and decision makers charged with addressing societal interests in the ocean. Science provides the knowledge necessary to realize the benefits and manage the risks of the ocean. Comprehensive understanding of the global ocean is fundamental to forecasting and managing risks from severe storms, adapting to the impacts of climate change, and managing ocean resources. In the United States, the National Science Foundation (NSF) is the primary funder of the basic research which underlies advances in our understanding of the ocean. Sea Change addresses the strategic investments necessary at NSF to ensure a robust ocean scientific enterprise over the next decade. This survey provides guidance from the ocean sciences community on research and facilities priorities for the coming decade and makes recommendations for funding priorities.

The accuracy of chemical oceanographic measurements depends on calibration against reference materials to ensure comparability over time and among laboratories. Several key parameters lack reference materials for measurements in seawater, particles in the water column, and sediments. Without reference materials it is difficult to produce the reliable data sets or long-term baseline studies that are essential to verify global change and oceanic stability. Chemical Reference Materials : Setting the Standards for Ocean Science identifies the most urgently required chemical reference materials based on key themes for oceanographic research and provides suggestions as to how they can be developed within realistic cost constraints. Chemical analyses of seawater are uniquely difficult given the poorly known speciation and the low concentration of many of the analytes of interest. Analyses of suspended and sedimentary marine particulate materials present their own distinct challenges, primarily due to potential interference by predominant mineral phases of different types. Of all the analytical methods applied to marine waters and particles, at present only a small fraction can be systematically evaluated via comparison to reference materials that represent the appropriate natural concentrations and matrices. Specifically, the committee was charged with the following tasks: - compile from available sources a list of important oceanographic research questions that may benefit from chemical reference standards; - create a comprehensive list of reference materials currently available for oceanographic studies; - identify and prioritize the reference materials needed to study the identified research questions; - determine for each priority analyte whether reference materials and/or analytic methods should be standardized; and - identify the most appropriate approaches for the development and future production of reference materials for ocean sciences.

In 1995, the National Science Foundation (NSF) created a special account to fund large (several tens of millions of dollars) research facilities. Over the years, these facilities have come to represent an increasingly prominent part of the nation's R&D portfolio. Recently concern has intensified about the way NSF is selecting projects for this account. In 2003, six U.S. Senators including the chair and ranking member of the Senate Subcommittee on VA, HUD, and Independent Agencies Appropriations expressed these concerns in a letter to the NRC asking it to "review the current prioritization process and report to us on how it can be improved." This report presents a series of recommendations on how NSF can improve its priority setting process for large research facilities. While noting that NSF has improved this process, the report states that further strengthening is needed if NSF is to meet future demands for such projects.

It was in September 1906 that the predecessor of the IAG, the 'Internationale Erdmessung', th organized the 15 General Assembly at the Hungarian Academy of Sciences in Budapest. It was 95 years later, in September 2001, that the IAG returned to this beautiful city to hold its Scientific Assembly, IAG 2001, in the historical premises of the Academy. The meeting took place from September 2-7, 2001 and continued the tradition of Scientific Assemblies, started in Tokyo (1982) and continued in Edinburgh (1989), Beijing (1993) and Rio de Janeiro (1997). Held every four years at the midpoint between General Assemblies of the IAG, they focus on giving an integrated view of geodesy to a broad spectrum of researchers and practitioners in geodesy and geophysics. The convenient location of the main building of the Hungarian Academy in downtown Budapest and the superb efforts of the Local Organizing Committee contributed in a major way to the excellent atmosphere of the meeting. As at previous meetings, the scientific part of the program was organized as a series of symposia which, as a whole, gave a broad overview of actual geodetic research activities. To emphasize an integrated view of geodesy, the symposia did not follow the pattern of the IAG Sections, but focussed on current research topics to which several IAG Sections could contribute. Each symposium had 5 sessions with presented papers and poster sessions on two consecutive days.
