Semi-Presidentialism in the Caucasus and Central Asia

This edited collection examines the politics of semi-presidential countries in the Caucasus and Central Asia. Semi-presidentialism is the situation where there is both a directly elected fixed-term president and a prime minister and cabinet that are collectively responsible for the legislature. There are four countries with a semi-presidential constitution in this region - Armenia, Azerbaijan, Georgia, and Kyrgyzstan. The authors introduce the concept of semi-presidentialism, place the countries in a general post-Soviet context, and compare them with Kazakhstan. They investigate the relationship between semi-presidentialism in the formal constitution and the verticality of power in reality, explore the extent to which semi-presidentialism has been responsible for the relative performance of democracy in each country, and chart the relationship within the executive both between the president, prime minister and ministers, and between the executive and the legislature.

After the final collapse of the Soviet Union, the so-called 'last empire', in 1991, the countries of Central Asia - Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Turkmenistan - and of the Caucasus - Armenia, Azerbaijan, Georgia - became independent nations. These countries, previously production centres under the socialist planning system of the Soviet Union, have made enormous economic adjustments in order to develop - or attempt to develop - along capitalist lines. As this study will show, however, inequality in Central Asia and the Caucasus is widening, as the Soviet systems of healthcare and state provisions disappear. Rejecting the Cold War-era East/West paradigm often used to analyse the development of these nations, this study analyses development along the North-South lines which characterise the migration patterns and poverty levels of much of the rest of the developed world. This opens up new avenues of research, and helps us understand why it is, for instance, that this region is better characterised as a 'new South' - as skilled workers flood out of the territories and into Russia and Western Europe. Challenges and Options in the Caucasus and Central Asia

That Russia has vital strategic interests in the Caucasus and Central Asia can be taken as an established political fact. What is remarkable about this fact is that the nature of these interests as well as the nature and intensity of challenges to them have changed quite drastically during Russia's 5 years of existence as a post-Soviet state. It is no wonder that Russian policymakers are permanently agonizing over reassessment of these interests and are now nowhere close to producing a coherent strategy of their advancement. This monograph will argue that Russia's ability to meet the challenges from the South is a major factor in determining its future as a world power.1 There is no doubt that the Caucasus and Central Asia are two separate regions in the turbulent post-Soviet geopolitical space, with different political dynamics and plenty of internal diversities and conflicts. Even looking from Moscow, it is obvious that these differences are of such a scale that no single integrated strategy could possibly embrace both regions; two essentially different policies are required and were, in fact, pursued. Still, the author attempts to take these two regions together, seeking to trace interplay among Russia's economic, political and strategic interests and to discover parallels in Moscow's past, current and possible future activities. This paper will first take a brief look at the evolution of Russia's policies in the Caucasus and Central Asia in 1992-94; then the impact of the Chechen War will be evaluated. This is followed by the analysis of the growth of the economic interests (first of all related to oil) and the increase in influence of the regional processes in Russia itself. Finally, an attempt to distinguish between the real and misperceived security challenges for the near future will be undertaken.
