And which was not thought of in preparing the review, became necessary from the fact that the work out grew the limits of a magazine. The time from June 10 to October 30, 1862, is taken, because that is the period covered by the Commission which investi gated the operations of the army under Buell. Buell was assigned to command of the department of the Ohio, for the reason that the Union cause in that department, especially military affairs in Ken tucky, were in a desperate condition, and it was thought that nothing but judicious management and extraordinary exertion could rescue the State from the vortex of rebellion. The rebels had inaugurated a provisional government at Russelville; they held military possession of one third of the State and were strong and aggressive. General Albert Sidney J ohn ston was in command. His force was estimated at or men. His main body and Head quarters were at Bowling Green with an advance guard at Munfordville, and he held Fort Henry on the Tennessee and Fort Donelson on the Cumber land. General Humphrey Marshall was threaten ing Eastern Kentucky through Pound Gap, and a force under General Zollicofi'er held Cumberland Gap and points north of it. Bands of men were constantly forming to join the rebel ranks. The population was in a state of alarm. Loyal people were intimidated, and in some parts of the State the Union sentiment dared not express itself. Excerpt from Statement of Major General Buell, in Review of the Evidence Before the Military Commission The investigations of this Commission have not gone further back than shortly alter the evacuation of Corinth by the rebel army, in May last; and it might, perhaps, be expected that this review of my command in Kentucky and Tennessee would not go beyond that period; but I have, for more than a year, remained silent, under misrepresentations which have misled the public mind with reference to the administration of my command. I deem it proper, therefore, to sketch, briefly, the history of the army I recently commanded, and of my connection with it, for the period anterior to the time to which this investigation has extended. It is proper, also, as bearing on subjects that have been investigated, because many circumstances connected with it shaped or affected the subsequent opera, dons under my command. In the early part of November, 1861, the condition of affairs in Kentucky became the subject of the most anxious solicitude to the Government and throughout the country. One-third of the state was in the possession of the rebel forces, under whose protection a provisional government was inaugurated at Russellville. It was supposed that the Union element was confined, for the most part, to the old men; that the mass of the young men were on the eve of joining the rebel cause, and that nothing but extraordinary exertion and judicious management could rescue the state from the vortex toward which the excitement of revolution was rapidly carrying her. This was certainly an unjust reflection on the loyalty of the state; but there is no doubt that the presence of a large rebel force rendered the occasion critical.
