Our Changing Constitution

Book Description

Our Changing Constitution: Large Print By Charles Wheeler Pierson The Constitution was the work of a convention of delegates from the states, who met in Philadelphia in May, 1787, and labored together for nearly four months. They included a large part of the best character and intellect of the country. George Washington presided over their deliberations. The delegates had not been called together for the purpose of organizing a new government. Their instructions were limited to revising and proposing improvements in the Articles of the existing Confederation, whose inefficiency and weakness, now that the cohesive power of common danger in the war of the Revolution was gone, had become a byword. This task, however, was decided to be hopeless, and with great boldness the convention proceeded to disregard instructions and prepare a wholly new Constitution constructed on a plan radically different from that of the Articles of Confederation. The contents of the Constitution, as finally drafted and submitted for ratification, may be described in few words. It created a legislative department consisting of a Senate and a House of Representatives, an executive department headed by a President, and a judicial department headed by a Supreme Court, and prescribed in general terms the qualifications, powers, and functions of each. It provided for the admission of new states into the Union and that the United States should guarantee to every state a republican form of government. It declared that the Constitution and the laws of the United States made in pursuance thereof, and treaties, should be the supreme law of the land. It provided a method for its own amendment. Save for a few other brief clauses, that was all. There was no proclamation of Democracy; no trumpet blast about the rights of man such as had sounded in the Declaration of Independence. On the contrary, the instrument expressly recognized human slavery, though in discreet and euphemistic phrases. The New Constitution (Classic Reprint)

Book Description

Excerpt from The New Constitution In times prosperous at home and peaceful abroad, the people of England have not desired of their rulers any change in the system of their representation. In domestic distress, or with foreign revolution, on the contrary, the clamour for such an experiment has been usually raised, but has hitherto been silenced by patient firmness on the part of the government. During last November, these two stimulants combined to produce in the country an unusual agitation: but the accession of the Whigs to office soothed the excitement, the gentry with the middle classes quieted the disorders of the southern counties, and the Belgic revolution threw fresh employment into the manufacturing towns. Our America and Our Constitution (Classic Reprint)

Book Description

Excerpt from Our America and Our Constitution Fortunately for the success of the new govern ment, the men who drafted the Declaration and the Constitution that followed were men 'of trained minds. Still more fortunate for its success those that followed them were trained not only in mind, but had vision to see that freedom in the hands of an ignorant people may be a nation's undoing, and set up a sphere of broad education. Thus equipped, the new nation set about developing its people and its resources. While opening its doors practically to all the world it refused to share in the political problemsof the Old World. It is just as impossible for a nation to live unto itself as for a man to do so. Today American youth know that to prove true to their inherited principle of free government, they must be ready to interpret that principle not only at home, but so far as their country's honor is involved, they must be ready to interpret international affairs with the same sympathetic fairness. That readiness depends entirely on the soundness of their prepara tion for citizenship; their willingness to enter into that preparation depends on the soundness of their patriotism. The challenge rings out clearly and strongly. Surely no boy or girl in all of our broad land can fail to answer it. New Constitution (Classic Reprint)

Book Description

Excerpt from New Constitution The general question, then, doubtless requires full discussion - the apology for a government which applies royal authority to such a measure as this must shew far deeper grounds of neces sity. Yet what urgency has been alleged by its movers for this headlong proposal? The more moderate - it must be added, the least firm of mind - have been swayed probably by the rooted mistake of the party which they have joined, that by granting all that is asked.
