"Last week the subcommittee reviewed, at a hearing in New York, the examination practices and procedures of the Federal Home Loan Bank Board. In the weeks and months ahead we will investigate, in depth, the operations and activities of all of the Federal bank regulatory agencies. First, we will explore whether the procedures and practices of Federal bank examiners are adequate for identifying and evaluating questionable banking practices. In this regard, the examiner evaluations of specific real estate construction and development and real estate investment trust (REIT) loans of four large commercial banks will be reviewed in detail. Second, we will consider the supervisory and regulatory response to information and data generated by the examination process. The subcommittee wants to know whether the banking regulatory agencies act promptly and make full use of their legal powers to curb excessive risk practices by banks"--Page 1.
