TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 335: Pavement Management Applications Using Geographic Information Systems examines the state of the practice and knowledge of pavement management systems (PMS) using geographic information systems (GIS) and other spatial technologies, and discusses how the technologies have been combined to enhance the highway management process. The synthesis reviews the principal issues related to PMS data collection, integration, management, and dissemination; applications of spatial technologies for map generation and PMS spatial analysis; and implementation-related issues, including approaches used for integrating PMS and GIS and the different tools used to support pavement management decisions.

The purpose of this study was to prepare guidelines that can be used by state level pavement management engineers to help them perform their work more effectively. One of the key activities covered is how to deal with evolving technologies that affect data collection, storage, and presentation process.

State Departments of Transportation, including the Texas Department of Transportation (TxDOT), have long been moving towards the development and implementation of pavement management systems that would enable monitoring of the performance of their roadways, as well as assist transportation officials with maintenance budget allocation and planning decisions. This report presents a new approach to the development of such a decision-support system with its focus on maintenance management for TxDOT. The new system is web-based and provides functional capabilities that allow transportation officials and engineers to make informed decisions regarding their budget planning and budget allocation for pavement maintenance management, fully utilizing available historical data. The developed system has successfully supported some of the TxDOT Districts in the development of their 4-year pavement management plans. In addition, pavement conditions in Texas were analyzed in terms of the effectiveness of the 4-year pavement management plans.

Emphasizing sound, cost-effective management rather than emergency repairs, this comprehensive volume offers practical guidelines on evaluating and managing pavements for airports, roads, and parking lots. The author focuses on the implementation and maintenance of successful management strategies for both network and project levels, with repair techniques also described . Detailed chapters: 1) outline step-by-step procedures for project and network level pavement management 2) illustrate effective cost analysis and budget planning for pavement maintenance 3) guide the reader in the selection and use of non-destructive deflection, roughness measurement, and friction measurement equipment 4) present state-of-the-art pavement rehabilitation and condition prediction techniques 5) demonstrates the Pavement Condition Index (PCI) procedure for airfields and surfaced and unsurfaced roads. Extensive appendices serve as a field manual for identifying all types of pavement distress and their causes, and hundred of photographs facilitate accurate pavement evaluation. Civil and pavement engineers will find complete information on pavement inspection, evaluation, and management in this indispensable reference.
