Transport of Delight is a true interdisciplinary work, and includes a thorough analytical assessment of the Los Angeles rail program, with a focus on the Long Beach Blue Line light rail-the first of the new projects to go ahead. En route, it shows that ridership forecasting for this project was not only biased and statistically invalid, but in fact done to justify decisions made on other grounds. This unusual book develops a novel theory of myth to explain the construction of rail passenger transit in Los Angeles when it had little to offer the needs of a dispersed autopolis, whose urgent but dispersed public transportation needs could have been better served by developing the regional bus system. The author conducted interviews and performed the detective work necessary to reveal an unlikely logic that held together a network of symbols, images, and metaphors that together present powerful mythical beliefs in the guise of truth. A political analysis shows how consensus was reached to proceed with the light rail to Long Beach, but political explanations are ultimately found lacking, because they cannot explain why decision-makers would want to put the rail in place. It is only when provocative metaphors-of the need to connect communities and to restore a mythical balance to a dysfunctional transportation system-and symbols-of escape from the pressure cooker of poverty, of urban success, power and, indeed sexual acumen-are surfaced, that we realize that Los Angeles' Transport of Delight is the result of the very human need to transcend complexity by providing mythical creations that appear to offer easy answers to society's deepest problems.




Consideration of Environmental Factors in Transportation Systems Planning

This report describes the transportation planning process and discusses where and how environmental factors can be addressed effectively at the state and metropolitan levels. This report should be especially useful to federal, state department of transportation (DOT), metropolitan planning organization (MPO), and local transportation planners, as well as other practitioners concerned with addressing environmental factors within transportation systems planning, priority programming, and project development planning leading to implementation. The research focused on environmental issues within the long-range transportation planning processes of state DOTs and MPOs and included the following: (1) a comprehensive review of recent literature; (2) a survey of approaches employed by state DOTs, MPOs, and environmental regulatory agencies; (3) a review of federal regulations and guidance on environmental factors; and (4) case studies to synthesize current practice in environmental planning.







Interactions Between Transportation Capacity, Economic Systems, and Land Use

"Strengthening the economic vitality of a region (jobs and income) is one of the primary reasons for investing in highway capacity. Elements of improving economic vitality include better access to markets and labor force, reduced cost of delay, reduced congestion, improved safety, reduced pollution, and a better quality of life. However, the ways in which new and improved highway capacity influences economic vitality are complex and often indirect. This project had three objectives: (1) to provide a resource to help determine the net changes in the economic systems of an area impacted by a transportation capacity investment; (2) to provide data and results from enough structured cases that project planners in the future can use the cases to demonstrate by analogy the likely impacts of a proposed project or group of projects (plan); and (3) to demonstrate how this fits into collaborative decision making for capacity expansion."--proj. desc. This project produced 100 case studies of already-built highway capacity projects and their economic development impacts. To accomplish this, the study team compiled pre/post economic and land development data and conducted local interviews, in order to portray the actual, observed economic development impacts of those projects. The results were put into a database and classified by type of project and local setting. An accompanying web tool, called T-PICS (Transportation Project Impact Case Studies), was developed to provide access to the case study information so it can be used to portray the range of economic development impacts occurring as a result of different types of projects in different settings.
